이 논문은 의회와 집행기관 간의 갈등요인을 파악하고, 이들 요인이 의정활동 상호작용과 정책영역 범주요인, 그리고 갈등효과성에 어떤 영향을 미치는지 규명한 것이다. 이를 위해 지방의회 의원 및 기초지방자치단체 공무원을 대상으로 설문조사를 수행하였다. 그리고 의회-집행기관의 갈등관계를 유발시키는 요인으로 행태적 요인, 제도적 요인, 정치적 요인, 행정적 요인, 환경적 요인 등 5개 범주를 고려하였다. 분석결과, 의정활동 상호작용에는 행태적 요인, 정책영역별 범주요인에는 행정적 요인, 갈등효과성에는 행태적, 환경적 요인이 중요하게 영향을 미치고 있음을 알 수 있다. 그러므로 의회-집행기관 간의 갈등효과성을 높이기 위해서는 의원-공무원 간의 행태적 요인을 고려하고 적정수준의 갈등을 유지하는 것도 필요하다. 마지막으로 의회와 집행기관 간의 갈등모델을 제시하였는데, 이 모델은 행정조직내의 갈등문제를 해결하는데 의미 있는 프레임워크가 될 것이다.
This paper will discuss the factors of conflict between Local council and the executive agencies, and identify how these factors impact on any interaction of legislative activity and policy-areas category factors, and the conflict effectiveness. For this purpose, we conducted a survey of local councilors and local government officials. And we consider five factors causing conflicts between Local council and the executive agencies, namely behavior, institutional, political, administrative and environmental factors. In the analysis, and behavioral factors are important for the interaction of legislative activity and administrative factors affect the policy-area categories factors, and behavioral, environmental factors are important factors affect the conflict effectiveness. Therefore, the behavior of mutual respect between Local councilors and government officials is necessary for effective conflict management. It is important to maintain conflicts of an appropriate level between Local council and the executive agencies. Finally, the conflict models were presented between Local council and the executive agencies, this model will be a meaningful framework to resolve conflicts within the administrative structure.
