우리나라는 고령화, 핵가족화, 도시의 인구집중 등 인구통계학적 변화, 편의주의 확산, 조상숭배 사상의 퇴색 등 사회환경 변화와 더불어 시민단체와 매스컴의 화장장려 등으로 화장률이 급상승하게 되었다. 화장률이 폭발적으로 증가하면서 화장시설의 부족현상이 심화되었으며 유가족이 원하는 시간대에 화장할 수 없어 장례기간을 연장하거나 타 지역의 화장시설을 이용함으로써 경제적 부담이 가중되고 있다. 그럼에도 불구하고 지방자치단체들은 화장수요를 충족할 수 있는 화장시설 확충이나 개선을 못하고 있는 실정이다. 본 논문은 서울추모공원의 화장시설 건립에 따른 이용자 변화와 서울을 중심으로 한 수도권 화장시설 이용에 어떤 영향을 미치고 있는 지에 대한 파급영향을 분석하였다. 서울추모공원의 개원은 화장률이 증가하는 서울지역 뿐만 아니라 수도권을 포함한 타 지역 화장시설 설치에 큰 영향을 주고 있다. 2012년 이후 서울추모공원은 화장시설을 건립하는 지방자치단체의 벤치마킹 코스로 부각되고 있다. 더 중요한 것은 새로운 서울추모공원을 직접 이용해 본 사람들의 만족도조사 결과 절대 다수가 ‘만족하다’는 평가를 하고 있다. 서울추모공원을 실제로 가동한 후 수도권 4개 화장시설의 데이터를 여러 각도로 분석해 본 결과, 서울시민의 ‘화장대란’은 양적으로는 거의 해소되었다. 반면에 질적인 측면에서 보면 아직도 품격있는 화장시설 공급이 충분히 이루어지지 않고 있음을 알 수 있었다. 최근 사망자수 및 화장률의 증가추세을 감안할 때, 수도권 화장시설 이용의 불편은 그다지 개선되지 않고 있다는 사실도 확인되었다. 이 같은 문제를 해결하기 위해서는 화장시설의 추가공급 뿐이므로 서울시 및 경기도에서는 질적인 불편까지 완전히 해소할 수 있도록 추가적인 화장시설 공급이 필요하다고 판단된다.
The cremation rate has been explosively rising in the recent decades in Korea mainly due to the effective mobilization of mass media and due to the social change caused by the demographic variables such as ageing, nuclear family, urbanization and the weakened traditional way of thinking. The explosive rising of the cremation rate caused lack of cremation facilities and the inconveniences of the utilizers. This also increased the economic burden, too. Instead of these situations, the local governments are negligent in supplying cremation facilities. This study is focussed on anlyzing the changes of the utilizers and the effects of the Seoul memorial park .The establishment of the Seoul memorial park affects not merely the Seoul area which continues to raise the cremation rate but also the other regions. The Seoul memorial park is becoming the main matchmark facility for the other regional governments.It is very important that we found that the most of the utilizers of the Seoul memorial park were very satisfied with the services rendered by the park. According to the findings of this study that analyzed the data of the utilization of the four cremation facilities around the metropolitan area for 8 months of use since the launching of the Seoul memorial partk, it turns out that the defect problems of the cremation faculties were solved at least in terms of quantity. However, the quality of such service facilities is still lacking. hen reviewing the number of deaths and the rising cremation rate, he problem of inconveniences in using the cremation facilities in the metropolitan area was not fully improved, yet. his study draws an important conclusion that Seoul city government and the Kyunggido government need to establish additional cremation and funeral facilities in order to solve the existing problems in terms of both quantity and quality.
