지방자치제가 실시된 이래, 지역의 문화적 자원의 개발을 둘러싼 갈등이 증가할 뿐 아니라 심화되고 있다. 그러나 문화적 자원의 개발에 대한 지역간 갈등에 대한 연구가 축적되지 못한 형편에 있다. 본 연구는 한국의 지방자치단체에서 발생하고 있는 문화적 자원의 개발을 둘러싼 갈등의 실태를 분석하고 지방자치단체가 공동으로 발전할 수 있는 대안을 개발하는 것을 목적으로 하고 있다. 전봉준을 둘러싼 고창과 정읍, 허준의 서울 강서구, 파주, 산청 2개 사례를 선정하여 정성적인 심층면접 및 전화 인터뷰 조사를 통해 갈등의 원인과 양상, 내용과 구조, 특징 등을 밝혀내고 있다. 사례지역들은 역사적 인물자원에 대한 역사적 해석의 차이가 주된 갈등의 축을 형성하고 있었다. 2개의 사례 모두에서 지역이 협력해서 공동적 인적자원의 가치를 함양하는 사례가 없었다. 본 연구는 이러한 문제점 분석을 토대로 수요자 입장에서 시책추진, 법제도 정비 등 지역간 갈등완화 및 협력방안을 제시하고 있다.
This paper aims to investigate the actual conditions and the characteristics of inter-regional conflicts in the process of regional cultural asset development, and to propose appropriate measures to solve the problems. To accomplish these aims, this paper examines all kinds of conflicts which occur across the regions in Korea. Furthermore these conflicts are categorized into several types based on the development of cultural asset people who are alive, dead, legendary, and even appear in novels. In some cases, the conflict can be eased by mutual learning; however, in other cases, it can be eased by the court. In yet other cases, the conflict can not be eased. In the latter case, the cultural image of each region is as likely as not to be damaged. This paper analyzes the characteristics of inter-regional conflicts and the reasons why the conflicts occur on the basis of the in-depth study of sample regions: Gochang and Jeongup in Jeon-buk Province and Ganseogu, Paju and Sancheong. This paper also finds the reasons why the conflicts can or can’t be resolved. These findings suggest that it is necessary for the related regions to design and develop inter-regional cultural assets together for the purpose of mutual benefit, not with regard to the providers, but pertaining to tourists.
