현재 우리나라에서 창작스튜디오사업은 창작 공간, 예술창작촌, 창작센터 등의 다양한 명칭으로 전국적으로 활발하게 진행 중이다. 1997년 폐교를 활용한 작업실 지원에서 시작하여 참여정부에서 창작스튜디오정책으로 전개되다가, 2008년 즈음하여 폐산업시설 활용을 통한 구조로 확산되면서 레지던스 유형에서 복합문화공간으로서 역할 변화 과정을 겪고 있다. 이에 따라 창작스튜디오사업은 예술가에게 작업실을 제공하고 창작 진흥을 지원하는 동시에 지역 주민의 문화예술 향유와 도시 재생 및 지역 활성화 등의 효과를 전제로 진행된다. 하지만 현재 우리나라 창작스튜디오 정책에는 여러 목표가 혼재되어 있으며, 게다가 많은 연구가 역할 변화에 따른 효용성에 집중하면서 그 의의와 성과를 드러내고 있지만, 이로 인해 빚어지는 모순과 왜곡에 대해 크게 인식을 하지 못하고 있다는 판단이다. 이에 따라 이 연구는 이처럼 도시 재생과 맞물려 예술가의 창작스튜디오사업이 확산되는 상황에서 창작스튜디오의 역할 변화에 대한 정책적 배경을 살펴보고, 또 그 변화 속에서 어떠한 정책적 딜레마가 발생하는지를 밝히며, 궁극적으로 창작스튜디오 정책의 구도를 새롭게 잡아야 하는 필요성과 함께 그에 따른 정책 타당성을 제시하고자 한다.
The Art Studio project is currently ongoing throughout Korea by the names of art space, art village, creation center, amongst others. Its origins lie re-using closed schools to provide studies. Since then, it has been developed into Art Studio policy through participatory government. From 2008, its scope expanded to cover the structure of re-used formerly-abandoned industrial facilities. Accordingly, its role changed into multi-culture spaces, rather than just residencies. The Art Studio Project is, in essence, designed to offer studio spaces to artists and to promote creative conditions. At the same time, it is designed to satisfy political necessities by nourishing the arts and the cultural environment in local areas, sparking urban regeneration and promoting activation of local spaces. However, there has been a continued mixed loading of goals across Korean Art Studio Policy, with many studies more focused on the feasibility of role changes and the evaluation of its meaning or relative success. This study argues that to focus on such factors may be to prevent discussion of inherent contradictions and distortions. Therefore, this study examines the political background behind the changes to Art Studio's role, given the way in which the scope of the project has been expanded. This study demonstrates the type of dilemmas that can occur, and have indeed done so, precisely because of such changes. It is argued that there is a clear necessity to re-arrange the political landscape in order to re-establish political validity.
