본 연구는 전국 문예회관의 질적 성장 방향을 모색한다. 현재 언론 및 학계 일각에서는 국내 문예회관에 대한 사회적 관심이 양적 성장에서 질적 성장으로 전환될 필요가 있음을 지적하고 있다. 선행연구들은 이러한 문제의식을 공유하면서, 운영주체를 중심으로 효율적 운영을 통한 질적 성장의 방안을 검토해왔다. 그러나 본 연구는 문예회관이 예술적 가치를 바탕으로 하는 비영리기관이며, 2000년대 이후 문화 민주주의의 가치가 확대되며 지역주민들이 관람자에서 ‘참여자’로 인식되는 것으로 관점이 변화한 것을 고려하여, 문예회관의 질적 성장을 모색하는데 있어 지역 주민의 문화예술적 지향에 대한 이해와 반영이 그 중심적인 숙제가 된다고 진단했다. 이에 따라 본 연구는 <2014 문화향수실태조사>와 <2015 문예회관 운영현황 조사>를 통계적으로 분석해 문예회관을 이용하고 있는 주민들의 특성을 분석하고, 현재 국내의 문예회관이 지역 주민들과 어떻게 맞닿아 있는지를 개괄적으로 살펴보았다. 결론적으로 문예회관의 양적‧질적 성장을 위해서는 실제 이용자인 지역주민들에게 실제로 문예회관이 어떻게 이용되고 의미화 되는지를 살펴보고 그 요구와 특성에 예민하게 반응해야한다. 따라서 지역주민의 문화 활동 및 문예회관 이용 현황의 특성을 파악하는 지속적 조사 및 연구가 필요하며, 그 수요를 파악하는 환류체계를 확보하고, 다양한 지역주민의 요구가 실현될 수 있는 열린 공간을 마련할 것을 제안하고자 한다.
The purpose of this study is to provide a basic research for qualitative growth of the Korean culture and art centers. The proper opeartion of the Korean culture and art centers has been studied extensively during the past two decades. Curiously, despite the rise of policy research on the culture and art centers, few have attempted to address services from the user’s perspectives. This paper examines the problem associated with user’s' characteristics, particularly with respect to their participation in the expansion of the concept of cultural democracy. This paper draws on a number of statistical and survey sources, including the 2014 Cultural Survey and the 2015 Culture and Art Center Operations Survey, to explore recent usage patterns of local culture and art centers. The objective of this paper is to add a new perspective to this debate by emphasizing the importance of local resident participation. It proposes an alternative method to investigating demands of local residents, building a feedback system, and creating open space at every local culture and art center.
