이 논문은 민주노총의 모순적 전략을 비판하고 있다. 민주노총의 모순적 전략은산업업종별 노조운동과 노동자 정치세력화 투쟁에 투영되어 있었다. 민주노총은 지역본부를 조직의 골간체계로 구성했다. 민주노총은 지역을 노동자들의 계급적 연대가 실현되는 공간으로 간주하였기 때문이다. 그런데 민주노총은 지역전략을 구축하지 않은 상태에서 창립되었다. 사업은 많은데 집행역량은 부족하고, 또한 지역본부와 산업업종별 지역조직 간의 역할분담도 노동자들의 분화를 가속화하는 요인으로작용했다. 민주노총의 노동자 정치세력화 전략도 마찬가지였다. 민주노총은 배타적지지전략, 비주체적 동원전략, 그리고 합법주의적인 선거 전략을 추구했다. 이러한전략은 지역의 노동자들을 정치적으로 분화시키는 주요 원인으로 작용했다. 민주노조운동은 모순적 딜레마 현상을 극복하기 위해 생산현장과 생활현장 간의 상호연계성을 확장시키는 전략을 재구성해야만 한다. 민주노조운동의 지역조직 및 조직체계를 재구성하는 과제, 지역 내 다양한 주체들 간의 소통을 실질적으로 활성화하는과제, 노동현장과 생활현장을 동시에 포괄하고 있는 지역이 활동의 중심이 되게 하는 과제, 노동자 정치활동을 공장 안과 밖에서 확장해 나가는 과제, 그리고 정규직및 비정규직 등으로 분화된 계급 내적인 관계를 계급적 산업업종별 노조운동으로변화시키는 과제 등이 일상 활동의 전략적 목표가 되어야 한다.
This paper criticizes the contradictory strategy of the Korean Confederation of Trade Unions (KCTU) for promoting class solidarity in the regional trade union movement. These contradictions have been reflected in the struggle for the industrial trade union movement and the political strength of the working class. The KCTU created a regional headquarters because it regarded regions as spaces to realize class solidarity. However, these offices did not have enough executive members and were obliged to share work with regional industrial trade unions. This is similar to the KCTU’s strategy for building the working class’s political strength. The KCTU persistently pursued exclusive support, forced labor mobilization, and legal electoralism. These strategies have led to the political differentiation of regional labor movements. To overcome these contradictions, the democratic trade union movement has to reform its regional organization to revitalize communication with workers, extend political activity inside and outside of the workplace, and eliminate the divisions between formal labor and informal labor, in order to create a working class industrial trade union movement.
