The Internet Community and E-Social Capital－ Possibility and Limitation －

정보통신기술(ICTs) 발전에 따라 지역에 뿌리를 둔 인터넷 커뮤니티가 등장하고 있다. 지역 인터넷 커뮤니티에 천착한 본 연구는 남양주시 <화도사랑> 인터넷 커뮤니티를 분석대상으로 선정, e-사회적 자본의 형성 가능성과 한계를 진단해보고자 한다. 연구문제는 첫째, net형 시민참여의 토대가 되는 지역 시민사회 인터넷 커뮤니티에서 e-사회적 자본이 형성되는가? 둘째, 만약 e-사회적 자본이 형성가능하다면 그 특징은 무엇인가? 셋째, e-사회적 자본이 현실공간과의 조응 속에 시민참여에 도움이 되는가? 이다. 연구 결과, 지역 시민사회의 커뮤니티 구성은 네트워크화 된 개인으로서의 시민 권능을 강화할 뿐만 아니라 e-사회적 자본 형성이 가능함을 확인할 수 있었다. 또, e-사회적 자본의 형성에 따라 현실참여도 증가, 촛불문화제나 총선 등 시민참여 활동도 증가하고 있다. 그렇지만, 지역 커뮤니티는 집합재와 연결되어 있다는 점에서 결속형과 연결형적인 특성을 모두 가지고 있는 “중층적이고 과도기적 성격의 e-사회적 자본”이란 특징도 분석된다.

This paper is to analyze perspective of the local Internet Community and e-social capital in Korea. The e-social capital is defined as networks together with shared norms, values and understandings that facilitate coordination and cooperation for mutual benefits in the cyberspace. This paper explores the connection between the Internet community and e-social capital by analysing of Hwado-Sarang(community for loving Hwado-Eup, Namyangju-City). There are general conclusions which can be drawn from the analysis on the development of the Internet community.
