본 연구는 현행 교육감선출제도를 둘러싸고 이루어지는 다양한 논의를 비판적으로 고찰하여 바람직한 선출제도 개선방향을 탐색하는데 있다. 선행연구와 기존의 여론조사를 종합 분석한 후, 이를 반영하여 교육감선거에 직･간접적인 경험이 있는 전･현직 교육감 및시도지사 등 8명을 대상으로 심층면접을 실시한 의견을 토대로 단계적인 교육감선출제도의 개선방안을 논구하고 있다. 단기적으로는 현행 주민직선제를 유지하되 선거운동을 대폭 축소하여 선거비용 부담을 줄이는 선거관리위원회 주관의 ‘완전선거공영제’가 현실적합성이 높았다. 또한 교육감선거가 시도지사 선거와 완전히 다른 선거가 되도록 ‘공직자 선거법’을 개정한다. 중기적으로는 위의 제도로도 문제점이 해결되지 않으면, 러닝메이트제나 공동등록제 도입을 논의한다. 장기적으로는 지방자치문화가 성숙되는 등 여건이 성숙되면 ‘교육감후보선출위원회’를 구성하여 후보자를 선출하고 지방의회 동의를 받아 시도지사가 임명하는 방안을 지방교육발전을 위해 제시하고 있다.
This study deals with issues on Superintendent election system. Critical literature review and comprehensive analysis of the previous opinion polls regarding the Superintendent election system were made. Additionally, in-depth interviews were conducted with the 8 former and current Superintendents,Governors, Local Assemblymen, and former candidates in the Superintendent election. After summarizing the above-mentioned results, and considering the development level of the local political culture, step by step approach was proposed. In the short term, the current system will be used with the introduction of ‘Full Public Election Management System’ supervised by National Election Commission. Amendment of ‘Public Offices Election Law’ which regulates the Governor election was proposed. In the mid-term, if the above-mentioned problems are not resolved by Residents direct election system with the ‘Full Public Election Management System’, we consider the introduction of Running-mate system or Co-registration system with Governor candidate. In the long term, if the level of local political culture is mature enough, and the issue of financial independence of local government is resolved, the introduction of ‘Election Committee for Selecting Superintendent System’ will be introduced.(Selecting two candidates by the Committee → Approval by Local Assembly → Appointment by the Governor).
