한국사회는 주피터 형에서 헤라클레스 형으로 급격히 변화하고 있다. 그럼에도 불구하고 국정운영은 ‘집권적－하향적 조정형’이 유지되어서, 결과적으로 대통령의 개입이 요구되는 조정이 폭증하게 되었다. 그 결과 대통령 직속의 기구가 대폭 증가했지만, 여전히 조정의 문제는 남아있다. 이런 문제를 해결하기 위해서 효과성과 효율성을 증진시키는 국정최고 조정시스템을 설계하는 것이 본 연구의 핵심내용이다. 기본적으로는 각 부처 장관중심의 정부운영을 하면서 이를 1차적으로 총괄하는 책임총리제를 확고히 함으로써, 대통령은 대통령아젠다 중심의 국정운영을 할 수 있게 된다. 즉, 정치행정이원론이라는 입장을 정부조직에 반영하는 개편의 모델을 제시하였다.
Even as Korean society is being transformed from a Jupiter model to a Hercules model, the coordination mechanism for government policies has been one of centralization and top-down administration. This means that more conflicts and self interested demands which can not be settled at lower levels rise to the top level for resolution. As a result, there has been a remarkable proliferation of diverse organizations attached to the president’s office, such as committees, councils, task-forces, etc., over the past year. The expansion of these kinds of presidential organization has increased the coordination cost of government policy, so that their efficiency and effectiveness have decreased. This paper proposes an institutional rearrangement of at the top level of the government to raise the efficiency of the coordination mechanism. In particular, the proposed coordination mechanism consists of a subsidiarity principle, meaning the delegation of presidential decision-making power to ministers and the prime minister. This principle must be supported by the principle of keeping political affairs and administrative tasks separate at each level.
