정책변동의 주요한 연구 방향으로는 ①정책변화가 발생하는 요인에 대해서 탐색하는 정책변동 요인론과 ②정책변화의 규칙적인 추세를 발견하고자 하는 추세탐색 연구가 있다. 본 논문에서는 우리나라의 5차례에 걸친 이동통신 사업자 선정 정책의 변동을 중심으로 하여 이동통신사업자 선정 정책의 변화 추세와 변화 패턴을 살펴보고, 이를 기반으로 통신 부문에서의 정부-기업 관계가 어떻게 변화하고 있는가를 탐색하였다. 우리나라의 이동통신사업자 선정 정책은 1992년 제2 이동통신 사업자 선정, 1994년 제2 이동통신 사업자 선정, 1996년 PCS 사업자 선정, 2000년 IMT 2000 사업자 선정, 2001년 IMT 사업자 선정의 5차례에 걸쳐 이루어졌다. 이와 같은 이동통신 사업자 선정 정책은 조금씩, 일정한 방향으로의 정책 변동이 이루어졌다. 이러한 이동통신 사업자 선정 정책의 변동으로 본 우리나라 통신 부문의 정부-기업 관계는 ①정부는 선정기준을 제정하고 기업은 선정기준 내에서 행위하는 전략적 행위자로서의 역할 분담이 이루어지고, ②정부와 기업이 상호 의존하는 관계로 변화하고 있으며, ③정책과정에서의 직접적인 손실자가 감소되는 추세를 보여주고 있다.

The trends of government-Business relation on the Policy Change on Selecting Service Providers in Mobile Telecommunication Industry are ①Government plays a role in making the rule and Businesses play strategically within the rule, ②the relations between Government and Businesses tend to become mutually dependent, and ③the direct losers of the policy have decreased.
