본 논문은 많은 연구자들이 주장하는 민간위탁 비용의 절감효과가 생각보다 과장되었을 가능성이 있다고 판단하여 비용을 단순히 생산비용에 국한된 것이 아니라 계약비용과 감독비용으로 세분화했을 경우 오히려 더 많은 계약비용과 감독비용이 증가됨으로써 민간위탁 고유의 장점인 비용절감이라는 효과를 가지고 오지 못할 수도 있다는 점과 이러한 이유로 인하여 계약비용과 감독비용을 줄이기 위해서는 지속적인 관리적 노력이 필요하다는 점을 지적하고 있다. 이는 민간위탁이 실제 의도했던 비용절감이라는 정책목표를 달성하지 못 할 수도 있으며, 우리나라 지방자치단체의 제도적행정적 특수성에 따라 그의 적용과 성공여부가 달라질 수 있음을 나타내는 것이다. 본 연구의 결과로 볼 때, 우리나라의 민간위탁 환경이 경쟁을 강조하는 공공선택론적 이론보다 신뢰를 강조하는 거래비용적 이론이 더 적합할 수도 있으며, 민간업체와의 관계와 신뢰의 중요성을 인식하고, 이에 대한 적극적인 고려가 필요하다고 보여진다. 이러한 공공서비스의 민간위탁 비용과 그 영향요인에 대한 논의와 실증적 분석은 향후 추진될 민간위탁 사업의 성공을 위한 함의를 제공하는 한편 점차 보편화 되고 있는 지방자치단체의 민간위탁사업에 대하여 많은 이론적실질적 함의를 제공할 수 있을 것이다.


Abstract Analyzing Cost Factors in Contracting Outin Service Delivery: Focusing on the Perception of Public Managers in the Seoul Metropolitan Area Cheouljoo Lee ・ Young C. Kang This study analyzes cost factors in contracting out in the Seoul Metropolitan Area. Many previous studies have argued that there is a strong cost-saving effect when contracting-out. In this article, we employ three factors in analyzing the costs in contracting-out (production costs, administrative costs, and monitoring costs). The cost savings in contracting out were not as high as we expected. Without constant managerial monitoring and investigation in the contracting-out process, administrative costs and monitoring costs are higher than production costs when contracting out. According to the results of interviews and statistical analysis, contracting out was found not to be a single solution for cost-saving in service delivery in the administrative and political environment in Korea and should be considered cautiously for in local Korean governments. The results also show that trust and the relationship between local governments and private companies are key factors in contracting out. 【Key words: Contracting out, Service Delivery, Production Costs, Administrative Costs, Monitoring Costs, Public Accountability】
