일본의 국제원조(foreign aid)는 성숙하고 발달된 시스템을 구축하고 있다고 평가받고 있다. 한편으로는 일본기업의 교두보역할이라는 측면에서 비판받는 것도 사실이다. 양시각적 차이는 있으나 국제원조는 장기적인 측면에서 글로벌 파트너십을 구성하는 데 있어서 상당히 중요한 역할을 하고 있으며, 일본은 일찍부터 이를 활용해 왔기에 일본이 어떻게 국제원조 활동을 해왔는지를 이해하는 것은 큰 의미를 지닐 것이다. 따라서 본 연구는 오늘날 원조대국이 된 일본이 지금까지 어떻게 국제원조활동을 해왔는지에 대한 역사적 흐름과 일본의 ODA가 국제질서에 어떤 의미를 갖고 있는지 등을 중점적으로 고찰하여 일본의 국제원조활동에 대한 방향성과 특징을 도출하고자 한다. 이를 통해 우리나라가 향후 경제협력개발기구(OECD)의 개발원조위원회(DAC)에 가입한 후에는 어떤 방향을 갖고 나아가야 할지 현실적인 제안을 할 수 있을 것으로 기대한다.
This study exploreshow Japan continues the activity of foreign aid, and the historical background and meaning of Japan's ODA. The aim is to discover how Japan's ODA can apply to Korea. Japan has been involved in foreign aid for a long time, and has constructed a sophisticated system of foreign aid. Not only that, but it is also possible to observe the other perspective regarding foreign aid that developing countries have towards Japan. This is something that should certainly be paid great attention, because foreign aid plays animportant role in forming global partnerships in the long run. Japan has been utilizing this from early on. Therefore, it is important to understand how Japan has been actively participating in foreign aid throughout history.
