전통적 테러리즘은 뚜렷한 목표와 이념을 가지고 자신들의 요구조건을 제시하고 협상하는 등 테러행위의 정당성을 밝히면서 아울러 국가 대 국가 또는 집단 대 집단 간의 협상을 전개해 왔다. 이와는 달리 현대 사회에서 최근에 발생하는 테러리즘은 구체적인 요구조건이나 테러행위에 대한 정당성 및 협상들이 불투명하게 진행이 되는 것을 알 수가 있다. 대표적으로 노르웨이 연쇄테러, 스페인 마드리드 열차테러, 7ㆍ7 런던 지하철테러 등에서 살펴볼 수 있으며, 이러한 테러리즘은 보통 자신이 속한 사회 내에서 발생하는 형태를 띠고 있는데 이는 사회ㆍ문화적 요인에 대한 개인의 상대적 박탈감이나 좌절감으로 인해 발생되는 테러리즘의 경향을 보이고 있다. 오늘날 발생하는 1인의 테러리스트에 의한 테러공격을 살펴보면, 특별한 이념 없이 사회ㆍ심리적 상황에 의해 과격한 방식으로 소규모 또는 개인단위로 테러를 자행하며 이러한 유형의 테러리즘을 론울프 테러리즘(Lone-wolf terrorism)이라고 하며, 프리랜스 테러리즘(freelance terrorism)이라고도 한다. 우리나라는 지금까지 급속한 경제성장으로 인해 수많은 노동력이 필요했고, 이는 외국인노동자들이 다량 유입되는 현상으로 이어졌다. 또한 국제결혼으로 인해 많은 외국인이 국내에 들어왔으며, 다문화가정의 제2세대도 점차 늘어나는 등 다문화사회로 변화되고 있다. 이에 따라 발생될 수 있는 외국인노동자들의 불법체류 문제, 인권침해문제, 다문화사회로 인한 문화적 갈등, 외국인범죄의 흉포화 등은 우리사회가 직면하고 있는 사회문제가 아닐 수 없다. 이 연구에서는 현재 국내에서 활동하는 불법적인 지위에 놓여 있는 외국인들의 실태와 범죄 현황을 살펴보고, 불법적으로 체류하고 있는 외국인들에 대한 강제퇴거 및 수용제도와 관련된 법ㆍ제도적인 개선방안을 제시하고자 한다. 또한 다문화가 공생하면서 공존할 수 있는 외국인혐오증과 같은 인식적 사고의 전환, 외국인 범죄예방을 위한 지역사회와의 네트워크를 구축을 통해 추후 국내에서 발생할 수 있는 론울프 테러리즘(Lone-wolf Terrorism)을 미연에 방지하고자 한다.
