오늘날 세계는 개방화, 국제화, 과학화, 정보화 등으로 인해 그 어느 때보다 인적, 물적 교류가 증가되고 있다. 이로 인해 인간의 삶은 그 어느 때보다 풍요로워지고 윤택해지고 있다. 그러나 한편으로는 2001년 9.11테러로 대변되는 테러와 전쟁 그리고 인종간 갈등 등으로 분쟁과 갈등이 지속되고 있다. 특히, 세계화, 국제화 등으로 인해 공식적인 물류와 인적교류 뿐만 아니라 비공식적이고 불법적인 형태의 거래가 증가되고 있다. 이를 통해 국제사회는 테러리스트들의 활동이 지속되고 있다. 이 중 대표적인 것을 핵과 관련된 테러행위이다. 특히, 비국가적 행위자인 테러리스트에 의한 핵물질에 대한 거래를 통해 경제적 이익을 추구하고자 하는 시도가 있다. 또한, 북한은 핵비확산이라는 국제사회의 노력에도 불구하고 NPT를 탈퇴하고 수차례 핵실험을 함으로써 국제사회의 안보질서를 위협하고 있다. 핵 테러리즘 방지를 위해서는 다각적이고 종합적인 대책 마련이 시급하다. 대응방안으로서 핵물질을 분리하거나 군사적 목적을 분리하고 최소화해야 할 것이다. 아울러 핵시설이나 원자력 시설에 대한 물리적 방호를 강화하고 탐지능력을 강화하며, 핵물질 사고나 핵 테러 발생시 직접적으로 적절히 대응할 수 있도록 사전에 대응방안을 강구해야 할 것이다. 그리고 사고가 발생하면 그 영향력을 최소화 할 수 있도록 하고 중요시설이나 인명을 잘 보호할 수 있도록 매뉴얼을 체계화하며, 핵물질이나 방사능 물질에 대한 탐지능력을 강화해야 할 것이다. 또한, 정보공유와 투명성을 강화하는 노력을 기울여야 할 것이다. 특히, 국내적인 차원에서는 핵물질 에 대한 위협평가를 하고 이에 대한 대응시스템을 체계적, 종합적으로 구축하는 노력과 테러방지법 제정이 필요하다. 핵안보에 대한 올바른 문화가 이루어져야 할 것이다. 핵안보문화 강화를 위해 핵물질을 다루는 사람들의 절차준수와 각종 행동양식이 올바르게 이루어져야 할 것이다.
