이 논문은 국제정치의 탈냉전과 함께 나타난 일본 국내정치의 변동을 ‘포스트 55년체제’의 출현으로 파악하고, 이 체제의 특징을 전후 일본사회의 정치적 균열구조의 변화 속에서 규명하고 있다. 포스트 55년체제의 정치적 균열은 군사적 국제공헌론 대 비군사적 국제공헌론, 신자유주의적 구조개혁론 대 글로발리제이션 비판론의 대립선을 따라 형성되고 있으며, 정당제의 구조면에서는 자민당 일당우위의 동요와 보수세력의 다당화, 사회당의 몰락과 낡은 보혁대립 구도의 소멸로 특징지어진다고 할 수 있다. 포스트 55년체제의 정치적 쟁점으로 떠오른 헌법개정론은 군사적 국제공헌을 위한 개헌론과 정치리더십 강화를 위한 개헌론으로 나누어 볼 수 있다. 전자는 냉전 종식으로 인해 일본의 전략적 가치가 감소했기 때문에 미일안보체제를 계속 유지하기 위해선 일본의 대미 군사협력을 강화할 필요가 있으며, 그러기 위해선 집단적 자위권의 행사를 금지하고 있는 헌법 제9조를 개정할 필요가 있다는 논리이다. 후자는 일본에서 구조개혁이 지연되고 있는 것은 정치권력과 의사결정시스템이 너무 분산적이기 때문이며, 이를 극복하고 구조개혁을 강력히 추진하기 위해서는 수상공선제의 도입을 통해 수상의 정치적 정통성과 리더십을 대폭 강화할 필요가 있다는 주장이다. 이갑윤·김장권·김세걸 냉전 종식으로 인한 핵전쟁 위험의 상대화와 전후 민주주의의 성공으로 인한 군국주의 부활 위험의 상대화로 인해 헌법 제9조의 의미도 상대화되고 있기 때문에 일본의 헌법개정은 머지않은 장래에 실현될 수 있을 것으로 전망되지만, 헌법 제9조가 개정되었다고 해서 일본이 독자적 군사대국화를 추구할 가능성은 그리 크지 않을 것으로 전망된다는 것이 이 연구의 결론이다.

Through a case study of constitutional revision, this study analyses political cleavages and policy changes in the post-'55 political system of Japan that have been brought about by the end of cold war and the demise of the LDP's one party rule. It reviews and evaluates conflicting ideas and movements surrounding issues of constitutional revision: military and non-military international contribution and burden-sharing and proponents and opponents of globalization. It also deals with issues of political leadership including strengthening the office of the prime minister. New political cleavages surrounding international contribution and globalization are intricately related to party system changes and reflect in the issues of constitutional revision. This study finds that since constitutional revision allows normal military functions, and rearmament is very likely in the near future because of changes in both domestic and international circumstances. But this will not lead to an increased military role for Japan in international politics or a major military buildup.
