다문화사회는 개체문화의 동질화와 차별화가 동시에 강화되면서 그에 따른 다양성이 인정되고 통합되어 가는 인간의 생활공동체이며, 자유롭고 빈번하게 특정 국가로부터 다른 국가로의 인구이동이 수반되는 것을 특징으로 한다. 인류사회의 구조가 이와 같은 대세적 흐름으로 재편되어 가는 상황을 간명하게 세계화라고 표현한다면 과거 역사의 궤촉(軌躅)을 되밟거나 강압에 의한 피동적 순응의 대상으로 안주하는 것은 시대정신에 역행하는 것이므로 지양해야 할 일이다. 따라서 평화롭고 건전한 다문화사회는 이와 같은 대전제 아래 최대한 국익을 우선적으로 고려하되, 국가안보와 국가경쟁력의 강화, 사회적 갈등비용의 최소화를 도모하면서, 구성원 모두에게 평등한 처우와 배려를 실현하는 모습으로 구현되어야 한다. 그러므로 재한외국인을 우리 사회의 일원으로 수용하는 체류정책 역시 이러한 맥락 아래 설계되고 시행되어야 한다. 물론 이 과정에서 새로운 경제 질서가 나타내는 부정적 측면의 결과로 불황과 실업, 그로 인한 빈부격차의 심화, 시장개방 압력으로 인한 국가간 갈등이 초래될 수도 있다. 그러나 이러한 문제의 근원이 ‘우리’와 다른 ‘그들’의 유입으로 인하여 야기된 것이라는 국수적인 발상은 국제사회에서 국가위상과 국민적 신뢰를 손상시키게 된다. 따라서 다문화와 다문화사회, 그리고 이를 무대로 살아가는 우리의 인식은 변화되어야 하며, 이와 같은 다문화사회의 부작용이 극단적으로 표출되는 범죄현상에 대한 이해와 대처에 있어서도 무조건 혐오한다거나 경계의 대상으로 삼아 차별적으로 취급하려는 시선과 제도, 절차는 반드시 개선되어야 할 것이다.
The multi-cultural society has distinctive elements that population transfer from specific country to other country is entailed as society that homogeneousness and differentiation of the object culture are strengthened at the same time, strengthened for diversity to be recognized and integrated. These communities set the migration of people and capital as inevitably prerequisites based on Neoliberal ideology. If the situation that the structure of human society is reshaped as this general trend flow is expressed simply as Globalization, the track of past history should not be went through or it cannot be complacent for the target of passive acclimatization by the coercion. Therefore, our recognition accessing to the multi-cultural society should consider the national interest preferentially in maximum based on the premise, but should promote the consolidation, minimizing the cost of social conflict of the national security and national competitiveness. The residence policy which accommodates the foreigners in Korea as member of our community should be designed and conducted under this context. Of course, in this process, the recession and unemployment due to the result of the negative aspects which are shown by the new economic order, and the widening gap between the rich and the poor, market opening pressure due to those things, and the conflict between countries can be caused by things above. But the chauvinistic idea which means that the source of these problems are caused by ‘their’ influx not ‘our’ will damage the national status and national trust in the international community. So the multi-culture, multi-cultural society and our recognition living in this stage should change and unconditional hatred or discrimination attention, systems, procedures about understanding and coping with the criminal phenomenon which shows the side effects of multi-cultural society extremely by treating as the target of guard should be modified for sure.
