대체로 정치사상은 당시 시대가 안고 있는 문제점의 제시와 그 해결에 관한 내용을 담고 있다. 이것은 소위 춘추전국시대라고 불리는 동주시대의 제자백가 사상들에서도 마찬가지다. 『노자』에는 정치에 관한 언설이 매우 많다. 그래서 비록 극단적 표현이긴 하지만 혹자는 노자사상을 정치사상으로 규정하기도 한다. 물론 그의 정치사상은 타 제자백가와 현저하게 달리 비움과 유약을 강조하긴 했지만, 그 역시 위정자에게 혼란한 사회를 질서 있고 평화로운 사회로 회복시켜 달라는 강한 주문을 하고 있기 때문이다. 노자는 가장 이상적 통치를 무위지치(無爲之治)로 표현하고 그것을 실현하는 사람을 성인(聖人)으로 표현하였다. 그는 무위지치를 실현하는 방법으로 통치자의 청정염담(淸靜恬淡) 무위자연 불감위천하선(不敢爲天下先) 등을 제시하고 있다. 청정염담은 마음이 맑고 고요하며 물욕을 갖지 말라는 뜻이고 무위자연은 인위적 제도를 줄이자는 것이며 불감위천하선은 공을 이루더라도 공치사에 빠지지 않기를 바라는 것이다. 이를 통해 도달한 위정자에게 노자는 성인이라는 호칭을 부여한다. 그러므로 그의 정치사상은 번잡한 제도와 법령을 만들어 그것에 의해 통치하는 타 제자백가와는 분명히 차이가 난다. 성인은 무위지치를 실현하는 사람이다. 성인은 ‘도(道)’를 가슴에 품고 도에 따라 순리대로 세상을 돌아가게 하여 국가의 평화로운 상태와 백성들의 평온을 유지할 수 있게 한다. 이러한 무위지치에 이르는 방법이 ‘허정(虛靜)’과 ‘지족(知足)’이다. 지족(知足)은 만족함을 알아서 멈추는 것이다. 세상의 이기(利器)를 쫓지 않고 순박하게 살아가는 것이다. 그러므로 무위지치는 허정과 지족을 통해서 마음을 비우고 백성들과 함께 순박하게 살아가는 정치철학의 요체(要諦)라고 할 수 있다.

In general, political ideas are supposed to contain problems of the era and solutions for them as well. This also applies to the ideas of ‘philosophers of all classes’ who belong to ‘the warring states period’. As one of the representative philosophers of this era, Laotzu developed Taoism that is considered as a political philosophy by reasons of containing a lot of political remarks in it. Laotzu’s political philosophy is very different from the others: In that he puts an emphasis on emptying one’s mind and being flexible, but similarities coexist across all philosophies by asking politicians to rectify unstable society and establish public order. According to Laotzu, an ideal governance is the rule by Wu-wei in which he defines a saint as a person who fulfills an ideal virtue, while suggesting re- infrastructure of Wu-wei by keeping a state of being calm and peaceful without desire, being satisfied in mother nature by eliminating artificial restrictions, and doing many deeds far away from fake compliments. Laotzu defines a man of these qualities as a holy man, thereby distinguishing his political philosophy from those of ‘all other classes of philosophers’ which insist that people should be ruled by complicated regulations and laws. In Laotzu‘s opinion, a saint is a man who realizes Wu-wei and thereby can run a nation in order, while helping people maintain peace of mind according to his philosophy. To realize the rules of Wu-wei, one needs to empty one’s mind and to know self-satisfaction. To sum up, Wu-wei, the essence of Laotzu’s philosophy, is to empty one’s mind and peacefully live along with his/her people.
