The purpose of this study is to uncover the reasons behind the U.S. being chosen as partner by Korea for a Free Trade Agreement (FTA). The primary objective of this article is to undertake a theoretically motivated empirical analysis of the initiation of the Korea-U.S. FTA. We examine three main theories of foreign economic policies. The thesis states that while both the systemic and statist approaches can offer a fruitful analysis of the rationale behind the Korea-U.S. FTA, they fail to uncover exactly why the FTA was initiated (i.e., who precisely initiated it, why, and how did they do it). The findings of this paper suggest that the Federation of Korean Industries (FKI) plays an important role in answering these questions. The contribution of this paper is that a societal approach is necessary to uncover the nuance behind such questions but that a holistic approach utilizing the three approaches offers a more complete picture.
