현재 지방자치단체의 구역간의 경계설정과 변경 등에 의해 인접 지역간에 있어 통합을 실현하여 재정자립도 및 비용의 측면을 감소시키려는 노력이 있다. 최근 창원지역의 통합과 제주특별자치도의 기초 지방자치단체를 폐지하고 광역으로만 설치하여 기초 지방자치단체의 근간에 대해 새롭게 접근하려는 경향들이 발생하고 있다. 또한 정부는 지속적으로 지방자치단체의 구역을 통합하여 비용을 감소시키려고 각 지방자치단체에 대해 통합을 독려하고 있다. 청주와 청원간의 통합에 대해 정부는 통합을 강력하게 추진하려 하고 있으나 지방자치단체간의 의견충돌로 현실적으로 통합이 이루어지지 않고 있다. 지방자치단체의 통합을 위해서는 현재 상충되어 있는 법률의 통합이 있어야 하며, 법률이 가지고 있는 조항간의 상충문제도 해결하여야 한다. 또한 주민의 의사결정권을 확보하여 주민이 스스로 결정할 수 있는 권한을 법률 또는 헌법에서 명확히 규정할 필요가 있다. 그리고 중앙행정기관은 지방자치단체의 통합에 대해 조정자로서의 역할을 가져야 하지 직접적으로 지방자치단체의 통합에 대한 실력을 행사할 수 있는 권한을 부여하는 것은 지방자치의 침해를 가져올 수 있다. 지방자치단체의 통합은 현재 정치적·법제도적으로만 해결될 문제가 아닌 주민의 의사 참여를 통한 방법으로 해결하여야 한다. 지방자치단체의 통합을 위해서는 우선 입법자의 입법을 통한 법률의 조정과 통합이 필요하며, 주민의 의사결정권에 의한 민주적 정당성을 확보하는 방안에서 이를 실현하여야 한다.
Now local autonomous communities try to reduce financial independency and costs by unifying neighboring local areas in a way that they make or change boundaries between the areas. There is a tendency to approach newly the foundation of basic local autonomies. Recently, for example, Chang-won nearby areas were united and Je-ju Special Self-governing Province took out it's basic self-governing body and set up the body into extended one. Futhermore, the government also continues to encourage local autonomies to combine one anther in order to cut down costs. For instance, the government urges Cheong-ju and Cheong-won to unify each other, but they don't, because they conflict each other. For the units of local autonomous communities, at first inconsistent laws should be unified and the contradictory articles of the law also are problems to be solved. In addition, it is needed that the law or constitute should clearly stipulate the rights of local citizens to make decisions by themselves. Also, the central administration agency should limit it's role as a mediator in the unions among local autonomies and should not act it's authority directly, because it could infringe on the rights of the local autonomies. The combinations of local self-governing communities are not a problem that can be solved with only present political institutions and laws. Rather than that, it should be handled out by the way of reflecting the opinions of local citizens. Additionally, legislators should arrange and make a consistency of the ordinances through legislative law. Therefore, the unification of local autonomous communities should be achieved by assuring democratic justice that guarantees the rights of local citizens to decided by themselves.
