본고에서는 최근 백제에서 출토된 목간 및 명문와 등의 문자자료에 대해 소개하고, 그 자료를 토대로 백제의 지방통치에 관한 몇 가지 문제를 검토하였다. 백제의 문자자료는 주로 사비시기에 한정되는데, 그 중 가장 논란이 되는 자료는 능산리사지에서 출토된 ‘6부5방’명 목간과 사면목간이다. 이들 자료와 ‘□성하부’ 목간, 고부읍성 출토의 ‘상부상항’명 와, 5부명 와 등을 통해 고찰한 바는 다음과 같다.‘6부5방’명 목간의 ‘6부’와 ‘5방’은 지방통치조직 차원에서만 접근할 것이 아니라 능산리사지 출토 목간의 전반적인 성격, 해당 목간의 전체적인 내용을 고려해서 다양한 각도에서 검토할 필요성이 있다. ‘□성하부’목간이나 고부읍성 출토의 ‘상부상항’명 와를 볼 때 왕도 뿐 아니라 5방성에서도 부제가 실시되었을 가능성이 있으며, 사면목간의 ‘彈耶方’은 광역의 행정구역으로서의 方 뿐만 아니라 고유한 명칭을 가진 方이 존재했음을 보여준다. 郡이나 城·村의 문제는 고구려나 신라와 비교 검토할 점이 많다. 군장 3인이나 속료의 존재에서 볼 때 백제에도 郡司가 있었을 가능성은 있으나, 신라와 달리 촌을 확실히 장악하지 못하고 재지세력의 자치력을 인정한 것이 차이점이다.백제의 목간이나 명문와 등의 문자자료에 대한 판독과 해석에는 이견이 많다. 따라서 공반유물, 주변상황 등을 종합적으로 검토하여 자료의 제작시기나 성격을 파악하고, 이를 바탕으로 명문에 대한 정확한 판독과 해석을 하는 것이 절실히 필요하다.

Recently quite a lot wooden tablets and tiles with inscription were excavated from Baekje area. Most of them were made and used in Sabi Period. This article reviewed several problems of the local government system of Baekje through the analysis of the wooden tablets and tiles with inscription. Especially the ‘6 Bu(部) 5 Bang(方)’wooden tablets from Neungsan－ri in Buyeo has been discussed in connection with the change of the five Bu(部) and five Bang(方) system. But the ‘6Bu 5Bang’must be interpreted considering various points of view such as a general term. The Bu(部, administrative districts) system was recognized as a system adopted in Sabi area only, the capital city. However, it is possible that the Bu system was adopted in the center of 5 Bang(方). The letter Bang(方) of "Tanya Bang(彈耶方)" written on the four－sided wooden tablets does not mean the title of the wide administrative unit under the Five Bang system, but only the part of the name of a city. It is not possible for us to develop the study through wooden tablets of Baekje without precise decipherment and interpretation of those materials.
