본 연구는 최근 활발하게 연구되고 있는 기존의 국내 공적연금 제도와 정책을 분석하고, 대한민국과 공적연금제도가 유사한 일본의 공적연금을 비교 분석하고자 하였다. 본 연구를 수행하기 위해서 선진 여러 나라의 연금제도와 국제기구의 포괄적 연금제도에 대한 지침과 내용을 종합하였으며, 이러한 표준화된 정책과 제도를 중심으로 일본의 연금제도와 한국의 연금제도를 문헌과 자료를 중심으로 비교 분석하였다. 또한 본 연구에서는 현황과 제도를 이해하기 위해 공적연금제도의 공무원 연금에 대한 준칙과 성격, 그리고 목적을 중심으로 장단점을 보다 더 객관적인 측면에서 논의하고자 하였다. 본 연구는 첫째 국내공적연금의 개선 시기와 제도 통합에 대한 방안을 제시하였다. 둘째 국내 연금재정건전성의 조기회복과 사회적 기반약화의 보완 그리고 다층 노후 소득 보장체계의 개선이 필요하다는 결론을 얻었다.
This research analyzed about public pension systems and policies of South Korea to research recently, compared with South Korea and Japan’s public pension systems similar to pension policies. In order to research, summarized the pension acts and guidelines of many countries and international organizations such as OECD, ILO, analyzed between South Korea and Japan’s pension systems focus on standardized policies and frames as literatures and documents. This research results are as follows. First, proposed about some plans that can change the timely renewal point and consolidation a few different kind of pension systems. Second, were able to get results that need to improve the foundation of pension, establishment of social basis, multi-layered security system for retirement incomes.
