본 연구는 기업도시 건설이 기업도시를 개발하는 기업의 이익뿐만 아니라 해당 자치단체 주민의 삶의 질 향상, 나아가 지역발전과 연계될 수 있는 성공모형을 만들어 가는 노력이 무엇보다도 중요하다는 문제의식 하에 연구를 시작하였다. 이러한 맥락에서 관광ㆍ레저형 기업도시의 자체의 활성화 방안과 더불어 기업도시개발과 해당지역 발전을 연계하는 방안을 모색하는데 그 목적이 있다. 먼저, 기업도시를 활성화하기 위해서는 수도권을 중심으로 한 주이용 권역 접근시간 최소화 및 공로위주의 교통체계 보완을 위한 대중교통망 체계와 행정중심복합도시와 충남도청이전 신도시와의 접근성 강화방안이 모색될 필요가 있다. 또한, 태안군민 및 기업체의 의식전환을 위한 교육‧홍보, 민‧관협력을 위한 주민들의 공동체 의식 함양이 시급하고, 지방자치단체는 행정기관-주민-기업간 네트워크 형성 등 거버넌스의 구축이 필요하다. 다음으로, 기업도시와 지역발전을 연계하기 위한 설문조사 결과, 전문가들은 태안 관광레저형 기업도시 건설로 충남 서해안지역의 지역경제 및 산업활력이 증대될 것으로 기대하고 있으며, 특히, 관광레저산업 활성화에 가장 큰 영향을 미칠 것으로 인식하고 있다. 반면, 태안 관광레저도시 개발이 충남 서해안지역발전에 미치는 부정적 영향으로 개발이익의 외부유출과 기존도시의 공동화(쇠퇴)가 진전될 것이라는 데 인식을 같이하고 있다. 따라서 기업도시 개발을 통한 과실이 개발기업이 소재한 지역으로 유출되는 것이 아니라, 충남 서해안지역에 재투자될 수 있는 방안의 모색과 기존도시와의 상발전방안 모색이 필요하다.


The paper investigates the relational strategy in order to boost the Tae-an company city for tourism & leisure and its regional development. The study can be summarized as follows: The resident survey shows that (i) Taean has relatively good accessibility from the National Capital region, (ii) it has retained relatively good the tourism & leisure resources, (iii) it has highly potentiality to outflow the development gain, (iv) it has low traffic condition, and (v) the absence of cooperative network from the main development bodies. Accordingly, it is required that the accessible traffic infra should be upgraded and reconsidered such as more efficient public traffic system, and strong accessibility from the New Chungcheongnam-Do Capital. In addition, to activate the company city, the regional government should play a great role, and the cooperative measures between public sector and private sector should be groped. Since there are involved a various of parties to build the company city, there will be highly a chance of conflict on the mutual interest and duplicate operation among them; therefore, it is necessary to have a cooperative system between public and private sectors in order to allocate and coordinate the roles among central government, regional government, and the residents. The experts point out there will have a great positive effect on the regional development, regional industry or economy; though, they are little expected on the improvement of the resident's quality of life. They do worry about the negative influences such as the outflow of the development gain, and the deterioration of the original city. Therefore, the alternatives should be probed the re-investment the gains and falls from the company city, and the mutual development between the original city and company city.
