본 연구는 캐나다 퀘벡주 사례를 중심으로 협동조합의 지속가능성 제고를 위한 지원체계를 분석하고, 그 정책적 시사점을 도출하며, 이를 통해 우리나라 협동조합을 지원하는 데 필요한 지원체계에 대한 정책적 시사점을 제시하고자 한다. 이를 위하여 본 연구는 이론적 배경에서 협동조합의 정의 및 원칙을 살펴보고, 협동조합의 파급효과를 살펴보았다. 분석 틀과 관련해서는 선행연구를 통하여 다섯 가지 지원체계를 분석 요인으로 선택하였다. 캐나다 퀘벡주는 협동조합 발전정책은 효과적이고 혁신적인 법체제 도입, 협동조합발전을 위한 정부와 협동조합 조직간 협력강화, 협동조합 환경에 알맞은 자본화 및 금융수단의 개발과 개선, 협동조합에게 이용 가능한 다양한 컨설팅서비스 제공, 공공서비스 시장 확대 같은 5가지 영역에서 정부 지원이 체계적으로 이루어졌음을 확인할 수 있었다. 이에 본 연구에서는 우리나라 협동조합의 지속가능성 향상을 위한 지원체계로 법･제도 개선, 협동조합 네트워크 구축, 자금 및 컨설팅 지원체계 마련, 공공서비스 시장 확대 등을 정책적 시사점으로 제시하였다.
This study analyzes the support system of cooperatives for the purpose of enhancing the cooperatives’ sustainability. This study specifically focuses on the support system of cooperatives in Quebec. The findings of this study are expected to draw different policy implications that are valuable when providing suggestions for support systems of cooperatives in Korea. The literature review examines the definition and principles of a cooperative as well as a cooperative’s ripple effect. In terms of the analysis model, the researchers chose five different support systems, based on previous researches, as analysis factors. The research findings suggest that the development policy for Quebec’s cooperatives consists of systematic governmental support in five different domains including the introduction of effective and innovative legal system, strengthening of cooperation between the government and cooperatives for the improvement of cooperatives, capitalization and development of financial instruments proper for the cooperatives’ environment, various consulting services available for cooperatives, and finally the public service market expansion. Thus, this study proposes the improvement of laws and systems, establishment of a cooperative network, arrangement for funds and consulting services, and public service market expansion as policy implications for an enhanced support system that can improve the sustainability of cooperatives in Korea.
