열린 정부 (open government) 및 공공정보 개방에 따른 지방자치단체의 공공정보의 개방 요청이 증대되고 있고 공공정보 개방 활용 증진을 도모하기 위한 방향의 하나로 행정정보와 공간정보의 융합사례를 정리해 공공정보 개방 활용의 하나의 발전방향으로 제시하고자 한다. 지역의 특성에 맞는 공공정보의 축척과 개방은 어떻게 추진되어야 하는 가에 대한 정책제언을 제시하고 전통적인 행정정보와 위치정보에 기반을 둔 지리정보의 효율적인 결합과 활용에 대해 논의하며 구체적인 모델로는 참여지도(community mapping) 플랫폼 모델링을 제시하여 공공정보와 민간정보의 결합 가능성을 보여주고자 한다. 참여지도를 활용하는 제안으로는 유치원 정보공개 알리미 사이트의 공공정보 매쉬업을 사례로 들었으며 정책제언으로는 지역 밀착, 소규모 지역 공간정보의 구축이 필요하고 지역대학을 중심으로 한 중간자(intermediary)의 역할이 지역정보화의 발전에 중요하다고 제언하였다.
Open government movement pushes governments to open up public data to the citizen and its demand for public data has increased. Recently (2013, 10), Public Data Open Access Law has been mandated in Korea and it is highly expected to realize the potential of the public data to good use. This study illustrates good practice of mashing-up government data (administrative data) with online mapping data as well as some private online community data. We suggest this as a new direction to spur the utilization of public data, highlighting the strength of combining government administrative data with location-based data. In doing this, this paper showcases the community mapping platform to demonstrate the potential of the power to combine public data with online community data. As policy recommendation, we suggest small scale, local-focused data build up and the role of local university as data intermediary.
