전자무역기반시설은 인터넷 환경에서 무역거래 관계 당사자가 언제 어디서나 시장조사에서 마케팅, 외환, 결제, 물류, 통관에 이르기까지 모든 무역업무 프로세스를 단절없이 처리할 수 있는 정보인프라를 의미한다. 정부는 u-Trade Korea의 비전을 달성하기 위해 전자무역서비스 사업을 3차에 걸쳐 추진하여 2008년 6월에 종료하였다. 또한 무역업무자동화 촉진에 관한 법률을 전자무역 촉진에 관한 법률로 일부 개정하여 무역절차의 혁신기반을 마련하였고, 이를 운영할 전자무역기반사업자로 한국무역정보통신(KTNET) 등을 선정하였다. 본 연구에서는 전자신용장의 기본적인 개념과 거래과정을 살펴봄과 동시에, 전자무역기반시설의 전반적인 개념에 대하여 고찰하고, 이를 운영할 기반사업자와 기반시설 및 운영 근거 법률인 전자무역촉진법상의 문제점과 개선방향에 대하여 살펴보았다. 본 연구의 목적은 전자무역기반시설(U-Trade Hub)의 지금까지의 구축현황을 살펴보고, 이에 대한 문제점을 도출함으로써 향후 세계무역을 주도할 명실상부한 선진 무역인프라로서의 위치를 확고히 하고, 이를 통해 전자신용장의 도입을 촉진시키고자 함이다.

Electronic trade based facilities means the information infrastructure backing for entire trade affairs process such as market research, marketing, foreign exchange, payment, logistics, customs clearance under an Internet environment for the parties to trade transactions to deal with those matters anywhere, anytime without being ceased. For the achievement of u-Trade Korea vision, the government launched out the project on electronic trade service three times and completed on June 2008. Besides, the government alternated some of Act on the Promotion of Office Automation for Trade with E-Trade Promotion Act to prepare an innovative base for trade formalities and then selected the KTNET as the operator of e-trade business. This study contemplated the general idea of e-trade based facilities, and sought for the operator and inspected the drawbacks and improvement plans on the E-Trade promotion Act, the law for infrastructure facilities and operation. Those were promoted to set up the roles between the operators of e-trade based business, and to propose improvement plans of the related laws for e-trade activation to prepare for the framework to reborn a real worldly competent infrastructure for e-trade based business. The purposes of this study are to examine the build-up situation of infrastructure for e-trade based facilities(U-Trade Hub), to draw out problems, to confirm its status as the advanced trade infrastructure being true to the name, leading the future world trade, and then to promote to introduce e L/C.
