본 논문은 2000년 이후 2006년까지의 7개년 동안 정보통신(ICT)산업을 중심으로 한 1,400개의 중소기업을 대상으로 중소기업 지원 정부정책이 중소기업의 경영성과에 미치는 효과를 분석하였다. 정부가 실시한 중소기업 정책지원에 대하여 기존의 연구를 정리하고 중소기업의 경영성과의 연도별 추이를 분석하였다. 중소기업 경영성과의 결정요인을 분석하여, 정부의 중소기업정책 지원을 받은 중소기업과 정부지원 정책을 받지 못한 중소기업간에 경영성과에 차이가 있는가를 분석하였다. 본 연구는 중소기업의 성과를 ROA로 파악하여 정부의 정책지원과 성과간의 관계를 파악하고 성과에 영향을 주는 변수들에 대하여 실증분석을 실시하였다. 분석결과 정부의 정책지원이 기업의 수익을 높이는 것으로 분석되었으며, 특히, ICT서비스업의 경우 ICT제조업에 비하여 정책지원의 효과가 긍정적인 것을 확인할 수 있었다. 정책지원이 기업의 성과에 긍정적으로 영향을 주는 기업의 특성은 기업의 규모, 수익안정성 등이고, 부정적인 영향을 주는 특성은 무형자산의 비중과 차입의존도 등으로 나타났다. 본 연구를 통하여 시장경제체제 하에서의 정부의 기업 지원은 기업의 어떠한 특성을 고려하고 어느 정도 수준에서 이루어져야 하는지에 대한 시사점을 도출하였다. 국가 간의 무역에 있어 경쟁력을 갖추기 이전에는 다양한 보호주의가 존재하는 것이 현실이듯이 기업에 대해서도 보호가 존재할 수 있다고 할 때에 어느 정도 수준에서 보호가 가능하고, 이를 시장자율에 맞길 수 있는지에 대한 일정 수준의 시사점을 제공한다는 점에서 본 논문이 기여할 수 있다.
This study examines the impact of the ICT SME policy on the 1,400 recipient firm performance over the year 2000 through 2006. In this research we reviewed the previous studies and investigated the annual performance trend. In doing so we identified the determinant factors of the SME performance and investigated the performance gap between the recipients and the non-recipients of the government policies. Taking the ROA as an performance indicator of the firm, we examined the relationship between the government support policy and the firm performance. Using the panel data, the empirical analysis suggests that the government support policy constantly make a positive effect on the profitability of the recipient firm. The support policy has greater impact on the ICT service firm, in particular, than the ICT hardware firm. The support policy was found to have a positive correlation with the firm and the degree of revenue stability, negative with the portion of intangible asset and the degree of leverage. The result of this study suggests that the government should take ICTs policy on the basis of the causality regarding the policy goals and the aimed impact. The result in this study implies the importance of the policy selection compatible with the SME attributes of the policy recipients.
