지난 몇 년간 세계 각국 정부들은 전자정부 2.0 (Gov 2.0)의 실현으로 대국민 서비스와 국민의 신뢰향상 그리고 정보공유를 통한 투명성을 촉진시키고 있다. Gov 2.0은 정부 데이터를 재활용할 수 있는가능성을 제공하여 시민들의 참여를 이끌어내고 있다. 그러나 다양한 정부기관에서 공개된 데이터를신뢰할 수 있는 수준에서 통합하고 재활용하는데 많은 제약이 있는 것이 사실이다. 이와 같은 다중 소스 데이터의 상호 연계를 위한 글로벌 표준의 이슈와 대규모 데이터 관리에 대한 접근 방법 중 이론적으로나 실무적으로 가장 주목을 받는 것이 시맨틱 웹(Semantic Web) 접근방법이다. 본 논문은 공개정부 데이터 (Open Government Data; OGD)의 개념과 현황을 소개하고, 데이터 상호운용성과 통합에 있어 기술적 접근 방법으로 시맨틱 웹을 활용하는 방법을 살펴본다. 이를 바탕으로 국내의 정부 데이터공개 현황과 효과적으로 정부 데이터를 활용하기 위해 시맨틱 웹 기반 프레임워크를 논의한다.
The governments have made a constant effort for a realization of Government 2.0 over the past few years. They have improved their citizen services and public trust toward the government, and facilitate transparency based on information sharing. Gov 2.0 provides a new way of utilizing government data by voluntarily participating citizens. However, integrating and reusing across various government resources still remains as a challenge. From a technical point of view, Semantic Web technologies can be considered to achieve standardized data representation and integration across a variety of governments and their units. This paper addresses the concept and status of Open Government Data, and discusses how Semantic Web technologies use to realize data integration and interoperability for distributed government data. Also, we propose Semantic Web-based Open Government Data Framework, which aims to describe core components for integration of various data sources from governments.
