중소기업 지원정책에 의한 중소기업 지원프로그램의 기획 및 실행, 목표관리 등이 천차만별하고 중소기업 지원프로그램은 논리적 근거가 미흡하거나, 비즈니스모델이 있다 하더라도 사업의 목적, 추진전략과 절차, 성과목표 등을 단순히 묘사하고 있는 경우도 많아 실제 성과에 대한 검증이 불가능한 경우도 있다. 중소기업 지원프로그램에 대한 비즈니스모델 방법을 적용하여 중소기업 지원프로그램을 체계화할 수 있으며, 이를 통해 정책의 본질적인 목적과 기업지원 프로그램의 성과를 높일 수 있다. 본 연구는 중소기업지원 프로그램에 대하여 프로세스모델링 기법을 활용하여 비즈니스모델을 유형화하고자 하였으며, 적절한 비즈니스모델을 수립하여 시행함으로써 보다 성과중심적인 중소기업지원정책의 전개와 기업지원 프로그램의 효과성 개선방안을 다루고 있다. 지역산업진흥정책에 의한 중소기업지원프로그램을 대상으로 비즈니스모델을 도출하였으며, 실증분석을 위해 중소기업 지원프로그램을 운영하는 실무담당자 및 수혜기업에 대한 심층면접(FGI)으로 비즈니스모델의 주요요소들을 도출하였다. 우선 기업지원 프로그램의 주요특성과 활동요소 분석을 통해 비즈니스모델체계 및 활동요소를 체계화하였다. 둘째, 프로세스모델링 방법을 활용하여 단위사업에 대한 구조도, 프로세스, 서비스 활동요소등을 도출하여 체계화하였다. 셋째, 중소기업을 지원하는 대표적인 2개 사업으로 기술개발(R&D)지원사업, 회원사기술지원사업에 대해 프로세스분석을 통해 투입지표, 과정지표, 성과지표를 도출하였으며,사업에 대한 정의, 활동요소, 핵심성공요인 등을 통해 비즈니스모델을 도출하였다.
Support Service for SMEs has various type in policy planning, implementation of programs, and goals management. SME support program by applying for a business model, how to organize SME support programs, and the essential purpose of the policy and the performance of enterprise support programs can be improved. The purpose of this study is typed business model for support program for small businesses by leveraging business process modeling techniques. We find key elements of the business model by focus group in-depth interviews (FGI) for empirical analysis. First, we organized elements of the business activities, analyzed the main characteristics of the business support program. Second, we drew the business model by using the process modeling method for business unit structure, processes, services, activities. Third, we drew the major two business model for SME support by analyzing of input indicators, process indicators, performance indicators and action elements, the core success factors.
