오늘날 국가 경쟁력은 지역발전과 혁신으로부터 비롯되고, 지역 발전은 곧 지역 내에서 우수한 인적자원의 확보와 개발로부터 이루어진다. 그러나 우리나라에서는 정치, 경제, 사회, 문화 등 거의 모든 분야에서 수도권 집중 현상이 지속되면서 지역 불균형이 심화되어 왔으며, 그 결과 지역산업의 기반이 약화되고 우수 인력의 확보가 더욱 어려워지고 있다. 따라서 대기업들이 지방대생들의 채용기피현황을 살펴보면 지방대생의 인재개발의 방향수정과 새로운 교육제도의 정립 등 정책적 방향을 설정할 수 있을 것이다. 따라서 본 조사연구는 지방대생의 채용을 강화하기 위한 기초자료를 제공하며 이를 통해 지방대학의 바람직한 인재육성전략을 도출하는 것을 연구의 목적으로 하였다. 도출된 결과들은 실제 직무수행 능력 면에서 대기업 인재담당자들도 거의 차이가 없다고 인식하고 있다. 물론 능력이외에 다른 요인들이 지방대생들이 부족한 요인들은 찾아 볼 수 있다. 예컨대, 정보 네트워크 능력, 국제화 감각, 정보화 능력, 적극성과 도전적 자세 등이 있을 수 있다. 따라서 이들의 부족한 부분은 졸업생 스스로가 준비하면서 자기 개발의 기회로 삼아야 할 것이다. 그리고 지방대학은 지방대학 졸업생들의 대기업 취업의 기회와 채용의 문을 넓히려면 수도권 대학에 못지않은 공급노력(홍보능력, 커리큘럼, 산학협동기회)을 하여야 할 것이며 정부는 정책적 노력을 통하여 이에 적합한 수요 진작책이 필요하다는 것을 제시하고 있다.


Korean economic restructuring is bringing more intense pressures to korean provincial university and large-enterprise for greater harmonization not only in employee selection policies but also in human resources development . First of all, The most important thing is cope with a difficulty of provincial university changing turbulent university context. To the management of korean large-enterprise, there are so many important refusal factors, for examples, organizational capability, personal capability, global mind and core value. So the management of large-enterprise have to carefully consider refusal factors and make a proper measure to take. In particular they have to be focused on human resources needs within the contextual standard. Because of these reasons, regional innovation and talent for work should receive more attention. In this study, we will look at refusal factor to korean provincial university of large-enterprise and developing employees. The research methods are literature and empirical survey. In particular empirical survey, these proposition are tested by questionnaire survey. Results are as follows ; Firstly, global business mind is important factor to the refusal factor to provincial university of large-enterprise. Secondly, public relation of provincial university is important factor to the selection of large-enterprise. Thirdly, competency-based human resources of provincial university is meaningful factor. On the basis of the above results, research proposals are as follows ; Firstly, we will try to rebuild up a general and universal proposition of refusal factor to provincial university of large-enterprise. Secondly, we will to expand development of regional talent strategy.
