그동안 우리 정부는 한정된 물적 자원의 효율적 활용을 위해 사전에 그 경제적 타당성을 분석·검토하는 타당성조사와 효과성 분석 등에 집중해 왔다. 그러나 현대와 같은 지식기반사회에서 국가경쟁력의 핵심요소라고 평가되는 인적자원의 효율적 활용을 위한 방안모색과 효과성 분석 등의 노력은 상대적으로 미진한 편이었다. 이에 본 연구는 지역인적자원개발을 둘러싼 환경변화 추이와 관련하여 핵심 변수로 등장하고 있는 공공기관 지방이전의 다양한 파급효과에 주목하면서 충청남도의 사례를 중심으로 지역인적자원개발영향평가 분석을 수행하고, 향후 지역인적자원개발정책의 추진전략을 모색하였다. 공공기관 이전에 따른 생산 및 고용 측면의 파급효과 분석결과를 토대로 제시한 주요 정책제언은 다음과 같다. 먼저 지역인적자원개발 관련 법령의 제도화를 토대로 유관 기관 및 단체가 참여하는 위원회 방식의 거버넌스 협의체를 신설하고, 협의체의 안정적인 제도화를 위한 지원조직으로서 충남인적자원개발지원센터를 확대·개편하여야 한다. 다음으로 지역인적자원개발 사업의 조직화를 통해 산업인력의 수급불균형을 해소하여야 한다. 마지막으로 이러한 논의결과를 종합하는 방식으로 지역인적자원개발을 위한 중장기 비전과 전략을 구체적으로 재수립해야 한다.
