한국의‘국민’의 개념은 이주와 이민이 급증하는 전 지구적 이동의 상황과 어떻게 조우하면서 변화하고 있는가? 2006년 4월 한국 정부는‘다인종·다문화 사회로의 전환’을선언하였고‘다문화’붐이라고 할 만큼, 다문화라는 말은 단일문화라는 강력한 이데올로기를 대체하면서 새로운 통치 논리로 등장했다‘. 다문화 담론’은 자문화 중심의 편협성에서 벗어나 이주민을 포함한 이질적인 타자들과의 교류를 옹호한다. 이런 이유로 한국사회의 다문화 담론은 단일민족국가에서‘글로벌 다문화국가’로 확장된 정체성을 구축하는 데 기여한다고 볼 수 있다. 그러나 한국식 다문화정책은 일방적인‘국민 만들기’이며전형적인 국민 됨을 전제로 지원하는 체계로서 문화적 다양성의 옹호와는 거리가 멀다는 비판이 제기되고 있다. 본 논문은‘귀화’외국인의 개명, 사촌 간 결혼 금지, 귀화 불허사례를 중심으로 이상적인‘국민’개념이 어떻게 문화적 다양성 또는 문화적 차이와 조우하고 갈등을 일으키고 있는지 분석한다. 귀화에 대한 국내외 기존 연구는 주로 귀화와 관련한 법과 제도의 문제 또는 귀화 결정에 영향을 주는 요인들에 대한 분석에 집중해 왔다. 본 연구는 현재 한국의 국적제도와 한국 귀화 이주민 사례를 통해‘국민 됨’과‘문화권’이 어떻게 충돌하고 협상되는지를 분석하고자 한다. 귀화 이주민이 증가하는 한국 사회에서‘다문화주의 시민권’논의는 통합의 조건을 재협상하는 것에 대한 논쟁이며,국민 됨과 다양한 시민의 문화적 특수성을 경합시키는 정치적 과정이다. 이 논의를 위해‘다문화시민권’의 한국적 적용 가능성을 탐색한다.

Korea’s long-cherished cultural concept of the nation based on a homogenousKorean essence is being challenged by the rapid increase in marriage migrants andlabor migrants from East and Southeast Asia. These challenges create a pressingdilemma of how to preserve a homogenous ethnic society in the face of the increasinglyhybrid cultures generated by a reliance on transnational migration to maintainand reproduce Korean families. Since 2006, the state has strongly emphasized anassimilationist model to quickly“Koreanize”the ethnically diverse marriagemigrants. Hence, the South Korean government announced its transition towards themulti-cultural and multi-ethnic society in 2006; afterwards, the term multiculturalsociety has been commonly used in daily language. This article analyzes how thecurrent situation of the naturalization of foreigners in South Korea is brought to termswith the cherished notion of Korean-ness. The current state of research onnaturalization has led to an exclusive focus on the changing nature of naturalizationlaw itself, and assessment of why certain groups of migrants fail to or are not willingto be naturalized. However, this article addresses the issue of cultural rights of thenew citizens of South Korea who have become naturalized.
