일제하 공창제도는 식민지 지배정책의 하나로서 시행된 것일 뿐만 아니라, 전시체제기 군위안부 동원의 중요 공급지로 기능했다. 개항 후 일본인 거류지를 중심으로 시작된 유곽은 강점 이후 본격적인 공창제도로 정착되었다. 일제시기 전기간에 걸쳐 유곽의 규모와 성매매 여성들의 수는 늘어났고, 이들은 사회적 멸시속에 비참한 생활을 이어갔다.기독교계는 1920년대 들어서 공창폐지운동을 시작하게 된다. 공창폐지운동은 절제운동의 일환으로 시작되었고, 일본의 폐창운동 및 국제적인 폐창분위기에도 영향을 받았다. 공창폐지운동기관 조직, 총독부에 폐창요구진정서 제출, 강연회 및 토론회를 통한 계몽과 교육 등이 전개되었다. 1930년대에 조선 경제가 파탄지경에 이르고 성매매 여성이 급증하자 공창폐지운동은 이들을 사회구조적 모순에서 발생한 ‘실질적 구원’의 대상으로 여기고 구제에 초점을 맞추게 된다. 기독교 공창폐지운동은 첫째, 여성의 인격을 무시한 성매매와 인신매매를 비판하는 인도주의적 측면, 둘째, 공창이 결코 성병의 감염과 확산을 막을 수 없다는 점을 설파한 국민위생차원의 비판, 셋째, 남녀 모두의 정조를 강조한 도덕주의적 순결주의, 넷째, 공창의 원인을 사회구조에서 찾고 자본주의를 비판하는 측면에서 전개되었다. 기독교 공창폐지운동은 절제운동의 한 갈래로서, 일제가 정략적으로 유포한 퇴폐문화를 일소하기 위해 벌인 운동이었다. 비록 결과적으로 폐창을 이끌어내지는 못했지만, 여느 사회단체에서 관심을 두지 않을 때, 성매매 여성들의 구제에 힘쓰고, 제도의 폐지를 요구하였다는 점에 의의가 있다고 할 것이다.

The system of licensed prostitution in the Japanese colonial period was a kind of colonial policies. The number of prostitute increased in the all period of Japanese colony, and prostitute suffered social contempt. In the early 1920's christian began purification movement as a part of temperance movement. It was affected by social evangalism, purification movement of Japan and the current of international purification movement. The christian purificaion movement was proceeded through a lecture meeting, street demonstration, and speech/publishing, a petition to the government- general. Chosun's economy collapsed in the 1930's and prostitution for livelihood spreaded widely, the purification movement concentrated on the relief of prostitute with understanding that prostitution problem was the discrepancy of social structure. The christian purification movement contained ; first, criticising of prostitute and human traffic as humanism, second, that licensed prostitution could not prevent a venereal disease, third, moral purism that emphasized both man's and woman's chastity, forth, the criticism of capitalism. The purification movement was one of the temperance movement that intended to eliminate decadence Japan widespreaded politically. Even though the purification movement didn't succeed in abolition of licensed prostitution, it was important in terms of the relief of prostitute and assertion of the abolition.
