세계적 금융위기는 미국의 자유주의의 역할에 대한 회의와 미국의 헤게모니를 동요시키고 있다. 이러한 세기적 변화와 전환과정에서 이 논문은 순환적 과정모델을 적용하여 미국의 헤게모니의 변화를 분석하고자 한 것이다. 순환적 과정 모델은 헤게모니의 출현과 성장, 정체와 쇠퇴를 설명하는 발견적 접근법이다. 이러한 헤게모니의 변화를 미국의 자유주의의 성격의 변화와 관련하여 각 단계별로 관련성을 진단함으로써 미국의 자유주의가 한계에 직면할 경우 새로운 동양적 이데올로기(신유교주의)에 의하여 대체될 수 있음을 제시하는 것이다. 첫째, 미국의 헤게모니 기초로서 미국의 자유주의는 긍정적으로 작용한다. 즉, 자유와 관용의 정신, 선민의식, 그리고 문명화의 사명을 기초로 미국은 헤게모니 국가로 등장한다. 둘째, 미국의 자유주의는 자본주의적 자유시장경제의 성장과 확산에 기초하고 있다. 이러한 미국 자유주의의 성장에 기초하여 미국의 헤게모니는 점점 강화된다. 셋째, 미국의 자유주의는 신자유주의적 정책을 적극화하여 세계적으로 그들의 이해를 관철시켜 자유주의를 빙자한 권력성이 노출됨으로써 위기와 도전에 직면하게 된다. 이러한 과정에서 미국의 헤게모니는 정체와 쇠퇴의 길로 접어든다. 결론적으로 역사적 순환과정 모델에 따르면, 미국의 자유주의 정신인 관용과 ‘타자에의 자유(포용성, 공동성)’을 상실하면 결국 미국의 헤게모니는 쇠퇴할 수 밖에 없다. 이에 대응할 수 있는 새로운 가치와 이데올로기, 즉 동양적 가치관인 신유교주의가 부상할 가능성이 점점 높아질 것이다.
The global financial crisis is likely to diminish the status of the United States as the world’s hegemony and to challenge the role of American liberalism. The purpose of this paper is to answer when the American century will end and how much longer the outward-diffusing phase of American liberalism will last, by applying the cyclical process model. This paper consists of three sections in order to answer those questions. The first presents an outline of the cyclical process model with reference to the role of ideology in the process of the rise and fall of hegemony. The second demonstrates that the cyclical process model suggests that American hegemony could diminish and disappear in the decades ahead along with the stagnation of outward-diffusion of American liberalism. It is argued that as American liberalism is losing its attraction of the core values such as tolerance, liberty, freedom, and democracy and its appeal as interpreter of reality, the American position as the hegemony and the diffusion of American liberalism are likely to deteriorate. The final section concludes that given the fact that China appears to be increasingly able to convert new wealth into enhanced political-military-cultural power, American hegemony seems more likely to be atrophied and American liberalism to be overpowered by alternative ideology, so-called new Confucianism.
