본 연구는 비례대표 여성후보 공천할당제 도입 이후 지난 10여 년간 여성의 대표성확대에 있어서 수적 대표성에 치중하여 질적 대표성을 추구하지 못하였고, 모든 여성을 공통분모로 설정하고 여성들간의 차이와 다양성을 간과해왔다. 따라서 여성의 대표성 확대에 있어서 차이와 다양성에 대한 딜레마를 극복하기 위한 방안을 마련할 필요가 있다는 생각에서 출발한다. 따라서 한국여성의 대표성 현황, 여성의원들의 정치적 배경과 의정활동의 특징을 살펴봄으로써 한국여성의 대표성 확대에 있어서 차이와 다양성의 정치를 구현하는데 어느 정도 기여할 수 있는지를 가늠해보고, 이에 대한 극복방안을 고민해보고자 한다. 여성계가 여성의 정계진출을 서두르는 이유는 정치에 참여하고 있는 여성의 절대적 수가 적기 때문이기도 하지만 여성의 정치세력화 자체를 수(數)의 개념으로만 보기 때문이기도 하다. 질적 변화를 위해서는 양적 변화가 무엇보다 중요하지만 단순한 양적 확대만으로는 질적 변화를 이룰 수 없다. 따라서 여성 개개인의 역량강화가 뒷받침되지 않는 정치세력화는 공허하고, 대표성의 과잉으로 다양한 차이를 반영하지 못하는 여성정치는 권력의 위계화를 촉진할 뿐이라는 비판의 목소리가 커지고 있다. 또한 여성들간의 차이를 인식하는 것은 차이의 문제를 해소하기 위한 밑거름이 되며, 특권화된 소수가 아닌 모든 여성들에게 이익을 주는 것이다. 따라서 여성들간에 존재하는 대립과 갈등을 극복하고 차이와 다양성을 포용할 수 있는 방안을 마련할 수 있어야 하며, 여성의 대표성 확대의 진정한 의미와 목적이 무엇인지를 다시 한 번 점검해 볼 필요가 있다.
This study diagnoses the problem that female's endeavor to participate actively in political arena has been so inclined to overcoming numerical inferiority that the actual representation has been ignored over the past ten years. It has been true that the whole women have been regarded as a common denominator and the difference as well as the diversity among them were overlooked, so the dilemma between strengthening representation and embracing the gap among female needs to be contemplated and surmounted. During an election female groups are in a rush to have more seats, seeing female political empowerment from a numerical point of view and as a result, the fallacy of representation arises. The fallacy of representation, a failure of covering diverse female voices, makes female political empowerment meaningless and only fosters the disharmony in the female society. Diagnosis on this question of the fallacy of representation is indispensable in order to enhance the social standing of the whole female, not to enhance that of the privileged minority. Therefore, diversifying the conception of female would solve various problems which women in different standings are facing and overcome conflicts and antagonism pursuing common goals. In this context, this study also analyzes the significance and purpose of being a political actor in the political arena such as parliament and political parties, along with those of ideal female representation.
