이 연구는 지역 정치엘리트의 형성과 변화과정을 대구광역시 달성군의 사례를 통해 고찰한 것이다. 지역의 정치엘리트는 제3공화국 시기 민주공화당과 정부의 핵심인물로 꼽혔던 김성곤, 박준규와 구자춘(具滋春), 그리고 그들과 연관된 인물들을 중심으로 충원되는 양상을 보여 준다. 선거라는 민주적 절차를 거치기는 하지만 본질적으로는 특정 정당 출신의 특정 인물과 연계된 공천(公薦)이 지역정치엘리트로의 성장에 결정적 영향력을 미치는 것이다. 이러한 현상은 지연을 강조하는 지역의 배타성, 과도한 이념적 편향, 가신집단으로 불리는 전근대적 정치세력의 존재 등에 기인하는 것으로 한국 정치의 중요한 구성 요소이기도 하다
This study examines the formation and transition process of local political elite through the case of Dalseong-gun, Daegu. Local political elite supplement was highly depended on the key figures of the Democratic Republican Party and of the government, such as Kim Sung-gon, Park Joon-gyu, Gu Ja-chun, and other related persons. Though elections are held, nominations related to a specific personnel from a specific party practically give a decisive influence to the development of local political elite. These phenomenon is an important element in Korean politic and is resulted from regionalism, excessive ideological bias and outmoded political group called retainer group.
