본 연구는 한국사회에 광범위하게 확산되어 있는 정치적 권위의 위기 원인을 구체적으로 규명하여 그 해결방안을 모색함으로써 바람직한 정치적 권위를 확립하는데 있다. 그런 의미에서 한국사회의 정치적 권위의 사상적 기반에 대한 연구는 중요하다고 볼 수 있다. 한국사회는 분단 상황에서도 괄목할 만큼 산업화와 민주화를 성취한 국가이다. 그러나 현재 한국사회는 갈등과 대립으로 인하여 사회적 불안과 무질서가 팽배해 있다. 정부는 이러한 갈등과 대립을 효과적으로 해결하고 있지 못하고 있어 정치적 권위의 위기라고 볼 수 있다. 먼저 정치적 권위를 연구에 있어서 개념 정의가 중요하다. 정치적 권위와 그 정당화는 정치권력의 정당성, 정치적 의무, 정치적 불복종 등과 밀접한 관련성이 있기 때문이다. 둘째, 현재 한국사회의 정치적 권위의 위기를 진단하기 위해서 현대 한국사회에 영향을 미친 사회적 문화적 상황을 분석할 필요가 있다. 특히 일제식민지배, 남북분단, 권위주의 정부를 경험하면서 한국사회는 정치적 권위가 위기를 초래했다고 볼 수 있다. 이처럼 정치적 권위의 위기의 원인은 정치지도자의 측면과 국민의 권위의 불신에서 보면, 정치적 권력의 정당성, 정치문화, 권력형 부정부패를 들 수 있다. 셋째, 전통사회와 현대사회에서 권위의 원천의 사상적 기반을 분석할 필요가 있다. 그러므로 유교이념과 자유민주주의에서 정치적 권위의 정당성의 사상적 기반을 분석하고자 한다. 유교이념에서 정치지도자의 도덕성과 민주주의 이념에서 권력 획득과 행사의 정당성을 정치적 권위의 기반으로 찾을 수 있다. 넷째, 한국사회의 정치적 권위를 확립하기 위한 방안으로 민주시민교육의 확대를 통한 시민적 정치문화의 형성, 권력의 정당성 확보, 정치지도자의 도덕성 회복을 제시하고자 한다. 결론적으로 한국사회의 정당한 정치적 권위는 정치인들의 도덕성회복과 권력 획득과 행사의 정당성을 확립할 수 있을 것이다.

The purpose of this research is to discover the cause of the crisis that the political authority of Korean society currently faces and to explore how to solve it on the view of political thought. In that sense, it is significant to study the ideological basis of the Korean political authority. First of all, it is important to define the concept of political authority. Because it is closely related to legitimation of political power, political responsibility, and political obligation. Secondly, in order to diagnose the crisis of political authority in the Korean society today, it is necessary to analyze social and cultural situation that affected today's Korean society. Historically, the disobedience to the government was justified in the Japanese colonial rule and authoritarian era, because of the government's lack of the legitimation of political power. The crisis of political authority are related in the legitimacy of political power, political culture, and political corruption. Thirdly, it is necessary to analyze the ideological sources of traditional and modern authority. In Korean society the legitimacy of political authority is based on Confucianism and liberal democracy. The morality of political leaders in Confucianism and the legitimacy of the acquirement and implementation of political power in liberal democracy are the basis of the political authority today. Furthermore, this research are suggested to form the citizen-political culture, to secure the legitimacy of the political power, and to recover the morality of political leaders as solutions for establishing political authority in Korean society. In conclusion, the justification of political authority in Korean society will establish legitimacy in politicians' recovery of morality and the legitimacy in the attainment and implementation of political power. More than anything, political leaders must have the responsibilities to reach a consensus on the policies that would gather up citizens on the issues.
