인간의 역사는 과거를 바탕으로 현재에 이른다. 현재 한국은 다문화라는 현상에 직면하고 있으며 이를 이해하고 수용하기 위하여서는 한국의 이주 역사를 돌이켜 보는 것도 다문화현상을 더욱 더 잘 포용할 수 있는 계기가 될 것이다. 이와 같이 다양한 형태의 이주근로자(Migrant Labor가 아닌 Migrant Worker)를 송출하던 국가에서 이제는 이들을 받아들여야 하는 상황으로 눈부신 발전을 하여 왔다. 그러나 우리는 지금까지 단일민족이란 이름으로 ‘다문화’라는 단어에 익숙한 편이 아니었다. 그러므로 우리의 정서나 문화는 다문화라는 단어에 가족이란 개념을 덧붙여 ‘다문화+가족=다문화가족’이란 개념을 창출해내고, 이들을 포용이라는 이름 아래 ‘지원’이라는 단어를 사용하며, 2005년 경부터는 정부정책에 ‘다문화’라는 용어가 사용되기 시작하였으며, 이에 따른 다양한 정책들을 수립하고 있다. 이러한 문제 인식하에 이주근로자 가족의 권리보호의 현황과 문제점 (1) 한국국적 보유자와 문화갈등, (2) 이주여성과 국적 취득문제(II), 그리고 그 관련법제의 현황과 문제점에 있어서 (1) 다문화가족 사회복지 지원체계확립과 그 과제, (2) 다문화가족 생활안정보장체계의 법제와 그 개선방안 등(III)에 관하여 분석을 해보고자 한다.
Human beings have accomplished the current development based on the past achievement through the history. At the moment, Korea is facing with the multiculturalism. To understand and embrace the issue better and profoundly, it is very necessary for Korea to look back its immigration history. Korea has achieved a remarkable development. Now, it becomes the country who needs to take care of migrant workers, and it is not a country any more who used to send its workers abroad. However, Korea has not been accustomed to the word, ‘multiculturalism’ yet. In this sense, it creates the notion of ‘multicultural family,’ which is combined with ‘multiculture’ and ‘family,’ well suitable for the Korean culture. Korea also decided to use the word ‘support’ in the spirit of embracing multicultural families. In 2005, policy makers started to use the word ‘multiculturalism’ in their policy-making process and the government has established various related policies. Accordingly, I will present two categorizes here to analysis the issue. Under the first category (II), the status quo of protection for the immigrant workers' and their family's rights, I will analysis (1) cultural conflict between Korean and immigrant workers, and (2) the issue of naturalization for international marriage migrant women. Under the second category (III), the status quo of related laws and regulations, I will analysis the (1) establishment of social welfare for multicultural family, and the (2) improvement of laws and regulations of the livelihood security system for multicultural family.
