이 글은 대한민국 헌정사에서 획기적이고 이채로운 국가전략이라 평가할 만한 동북아시대구상에 관해 비판적으로 고찰한다. 동북아구상은 한반도의 미래를 동북아의 평화와 번영과 연계하고자 했던 복합적·다차원적인 미래구상이었다. 이는 노무현 정부의 시대적 요구에 부합해 국가의 미래전략을 지역전략의 맥락에서 재해석한 시도로서, 각 분야별로 구체화·체계화시켰다는 점에서 긍정적 평가가 가능하다. 그러나 이 구상은 실행과정에서 첫째, 동북아 정세의 과소평가와 우리 역량에 대한 과대평가로 인해 실질적인 성과를 내지 못했다. 둘째, 이 구상은 정책 목표와 수단의 연결고리를 확고히 정립하지 못한 채 혼선을 거듭하며 초반기를 소모했다. 특히 한미 FTA 추진으로 동북아구상은 근저가 흔들리게 되었다. 셋째, 이러한 결과를 초래한 근본 원인은 정책정당의 부재에 기인하는 준비 미흡과 미숙함이며 구상의 장기성과 괴리되는 조직의 한시성으로 인해 더욱 가중되었다. 향후 이 구상을 재추진한다면 첫째, 역내 구성원이 공감하고 정체성을 지닐 수 있는 지역적 경계를 명확히 해야 한다. 둘째, 한국정부의 미약한 역량을 보완하고 동북아의 험난한 정세를 낮은 수준에서부터 돌파하는 방편으로서 역내에서 시민사회와 지자체 간의 소통과 연대의 저변확대를 위한 지원을 활성화해야 한다. 셋째, 조직적 측면에서는 구상의 장기성에 부합하는 안정적인 조직체를 설립하는 것이 가장 중요하다.
The paper aims to assess so-called “the Northeast Asian Cooperation Initiative” launched as one of the three policy goals of the Rho Moo- Hyun Administrative. We divide the President’s five-year tenure of office into 4 phases in terms of the assessment of it and, Inter alia, focus on the first 2-year since we deem most of pivotal elements are condensed during this period. Consequently, the findings are as follows. First, it is likely that the initiative was demonstrated toward desirable direction taking domestic and international circumstance in connection with the administrative’s ideal inclination into account. It, however, closed its stage with the government’s period without substantial results since the administrative undervalued harsh reality in Northeast Asia meanwhile overvalued its capability to resolve it. Secondly, the presidential committee on the initiative which was an organization established for the implementation of the goal was in disorder regarding the consistency of the initiative’s goal with its strategies. The conclusion of Korea-US FTA, in particular, was as much inconsistent with the initiative as nullifying the initiative per se. Thirdly, we attribute such as contradiction from the inconsistency between the long-run initiative and the short-run organization along with poorly-prepared government dueing fundamentally to the absence of policy-oriented progressive party.
