Democracy, Local Development and Social Economy

우리사회는 심각한 사회적 위험에 직면했으며 그 위험의 중심에는 고용문제가 있다. 이 글에서는 경제민주화의 대안을 모색하는 논의의 출발점으로 고용위기와 사회불평등 심화를 들고 이를 시장 시스템의 ‘사회적 재생산의 위기’로 규정한 다음 그 돌파구로서 사회적 경제의 가능성을 제시했다. 그 과정에서 고용위기는 글로벌화한 21세기 자본주의 사회가 전반적으로 직면한 문제이며 그에 대한 해법으로 유럽, 미국 등 선진 자본주의 사회에서 지역사회-지역경제 차원에서 자본주의적 기업 다양한 형태의 경제조직과 사회적 경제(social economy)가 성장하고 있음을 보였다. 또한 민주주의를 정치영역에 한정하는 관점을 비판하고 민주주의와 공공선에 기여하는 사회적 경제가 대안적인 경제발전모델에서 적극적으로 고려되어야 함을 강조했다. 특히 공공성, 성찰성과 결사체 등을 강조하는 공화주의 정치철학의 관점을 빌어 민주주의의 원리는 정치, 사회 영역에서만이 아니라 경제 영역에서도 관철되어야 함을 강조하고 민주주의의 심화에 기여하고 지역공동체의 안정과 발전에 기여하는 경제로서 사회적 경제의 의의를 강조했다.

Korean society has been suffering from social risks where employment related social problems such as unemployment, unstable job security, growing inequality play a key role. This paper diagnoses these risks, then proposes the alternative model of economic development to deal with theses risks. The goal of this paper is to introduce the idea of social economy as a way not only to solve the social risks, but to strengthen democracy, justice in the economic sphere. First of all, in this paper, I examine causes and effects of recent employment situation in Korea under the conceptual framework, namely, ‘the perspective of the global crisis of social re-producton of labor in contemporary capitalism’. Then, based on this perspective, I criticize traditional solutions focusing either on market efficiency or on welfare state interventions. Afterwards, I emphasize advantages of social economy in terms of its potentials harmonizing local economic stable development with community’s democracy. As a conclusion, focusing on the linkage between the stability of local community and local economic development, I suggest a place-based social economy as an alternative economic model for the future democracy.
