본 연구는 화교의 이중국적 문제를 둘러싼 논의와 해당 정책의 역사적 변화과정을 검토하기 위한 것이다. 중국이 화교에 대해 고민하고, 이에 대한 정책을 실천해 온지 벌써 100여년의 시간이 흘렀다. 특히 중국의 이중국적문제에 관한 인식과 접근방식은 이미 전체 화교정책의 핵심으로 자리하고 있다. 화교는 모국과 거주국가 사이에서 이중적인 정체성을 가지고 생존해왔다. 이러한 이중성 때문에 중국과 화교의 밀착은 중국의 개혁개방에 유리하지만, 더불어 이는 중국과 화교에 대한 거주국가의 의심을 야기한다. 중국은 이러한 현실적 문제에서 출발하여 모순된 이원구조를 지닌 화교정책을 만들어내었다. 즉, 공식적으로는 화교의 이중국적을 불허함으로써 중국과 화교의 정치적 관계를 청산하고, 동시에 비공식적으로 화교에 대한 다양한 우대정책을 통해 중국과 화교의 관계를 심화시켜가는 것이다. 결국 중국 화교화인정책의 역사적 과정과 그 정책의 성과를 짚어보면, 중국과 화교가 처한 생존환경에 근본적인 변화가 발생할 때까지, 즉 중국의 민주주의가 완성되고 안정적인 세계화가 실현되는 그날까지 중국의 이중국적 불허 원칙은 견지될 것으로 전망된다.
The purpose of the study is to examine the discussions on dual nationality of Overseas Chinese and historical process of the pertinent policy. About 100 years have passed since China discussed on an Overseas Chinese and executed the pertinent policy. Especially, Chinese recognition and approach on dual nationality is already securing its position as a core of the whole policy for an Overseas Chinese. An Overseas Chinese has spent their lives with double identification between their fatherland and resident country. The close adhesion between China and an Overseas Chinese with the duplicity is of great advantage to Chinese reform and opening. However, it causes doubts of resident country about China and an overseas Chinese at once. China made an inconsistent policy for an overseas Chinese with dual structure since China started from realistic problem as above. Namely, officially China broke off political relations between China and an overseas Chinese by not permitting dual nationality of an overseas Chinese and informally deepened relations between China and an overseas Chinese through various complimentary policies for an overseas Chinese at once. Conclusively, considering the historical process of Chinese policy for an overseas Chinese and the policy’s performance, it is expected that Chinese principle of non-permission of dual nationality will be continued until a fundamental change arises in survival environment of China and an overseas Chinese, namely Chinese democracy is completed and stable globalization comes true.
