본 연구는 국내외에서의 호평을 바탕으로 단기간에 성공했다는 인식을 주고 있는 부산국제영화제의 성공요인을 분석하는 것을 주요 목적으로 한다. 성공요인은 내부자료 분석, 외부자료 분석, 통계자료 분석, 심층인터뷰 등을 통해서 분석한다. 이러한 분석과 함께 객관적으로 그 성공을 평가하기 위하여 효율성 분석을 실시한다. 효율성은 DEA(Data Envelopment Analysis)기법에 의해 전체 효율성, 운영효율성, 규모효율성으로 나누어 분석한다. 영화제와 같이 암묵적인 의미가 있을 수 있는 연구에서는 주관적인 평가도 중요하겠지만 본 연구와 같이 계량적이고 객관적인 평가도 상호보완적으로 이루어져야 한다. 연구 결과는 다음과 같다. 성공요인으로는 ‘부산’이라는 공간적 장점, 영화제 집행위원장의 역량, 조직위원회의 독립성과 부산시와 정부의 합리적 지원, 국내 및 아시아 영화에 대한 관심이 고조된 외부적 분위기, 후발 영화제로서의 전략, 유능한 프로그래머와 참신한 프로그래머의 적절한 조화, 자원봉사자들의 헌신적인 활동, 다양한 부대행사 등을 들 수 있다. 이러한 외형적인 성장과정이 과연 효율적이었는지 실증적으로 분석한 결과에서는 부산국제영화제가 양적, 질적으로 국내 최고의 영화제로 분석되었다.

This study has two objectives. First, it analyzes the key success factors of Pusan International Film Festival, showing that it was successful in a short period of time based on a favorable recognition domestically and internationally. Second, this study analyzes its operational and scale efficiency in order to evaluate its performance. That is, this study analyzes its efficiency by comparing with international film festivals in Korea, For efficiency analysis operation and scale efficiency is analyzed by DEA(Data Envelopment Analysis) method. In the study on the film festival it is important to consider subjective and qualitative aspect. However, quantitative and objective evaluation should also be used at the same time for its analysis as in the study.
