京, 府, 州가 아닌 斡魯朶, 즉 皇帝나 皇后를 호위, 시종하는 독특한 조직에 예속된 遼代 州縣에 대한『遼史』 宮衛志와 地理志의 기록을 비교하고, 아울러 이곳에 거주하는 주민에 대하여 검토하였다. 알로타와 이곳에 속한 주현은 『요사』 궁위지를 통하여 확인할 수 있는데, 『요사』 지리지의 5경 아래의 주현은 궁위지와 일치하는 주현이 있는 반면, 그렇지 않은 경우도 있다. 上京道에 있는 알로타와 그소속 주현으로서는 弘義宮의 祖州, 富義縣, 永興宮의 懷州, 保和縣, 長寧宮의 儀坤州, 定霸縣, 彰湣宮의永州, 龍化州, 降聖州, 崇德宮의 潞縣, 興聖宮의 慶州, 烏州, 延慶宮의 饒州, 長春州, 泰州가 있다. 상경도의 알로타 주현중에서 발해 유민이 다수 거주하는 곳은 定霸縣, 祖州, 饒州, 富義縣, 降聖州, 保和縣, 宣化縣이고, 漢人과 섞여 있는 곳은 懷州, 儀坤州, 永州, 慶州였다. 東京道와 관련된 알로타와 그 예속 주현으로는 弘義宮의 祺州, 銀州, 永興宮의 開州, 積慶宮의 康州,顯州, 山東縣, 長寧宮의 遼州, 遼西州, 顯州, 奉先縣, 歸義縣, 延昌宮의 遂州, 韓州, 彰湣宮의 同州, 崇德宮의 乾州, 雙州, 貴德州, 興聖宮의 烏州, 敦睦宮의 瀋州, 巖州가 있다. 동경도의 알로타 주현중에서 발해유민이 다수 거주하는 곳은 顯州, 奉先縣, 山東縣, 歸義縣, 遼州, 銀州, 韓州, 同州, 貴德州, 康州, 巖州, 開州이고, 漢人과 섞여 있는 곳은 祺州, 遂州, 乾州, 雙州, 瀋州, 遼西州 등이다. 中京道에 있는 알로타와 그 예속 주현은 弘義宮의 錦州, 嚴州, 永興宮의 黔州, 來州, 灤河縣, 積慶宮의 宜州, 彰湣宮의 阜俗縣, 崇德宮의 川州, 興聖宮의 隰州, 霸州, 敦睦宮의 建州가 있다. 궁위지에서는 西京道에 알로타 주현이 없으나, 지리지에서는 奉聖州 속현인 望雲縣이 창민궁 소속이었던 것으로 기록되어 있다. 中京道의 알로타 주현중에서 발해 유민이 다수 거주하는 곳은 來州와 恩州가 있고, 발해인이 漢人과 섞여 있는 곳은 嚴州와 黔州이다. 이밖에 알로타 소속임에도 일부 州縣은 그 兵事는 별도의 조직에 예속된 경우도 있었다. 일반 주현일 때와 알로타 소속일 때 그 주민의 신분이나 처우 등의 차이에 대한 문제와 함께 향후 보다 세밀한 검토가 필요한 부분이다.

The Liao dynasty was further divided into five circuits(京), each with a capital city. Circuitswere further subdivided into administrations called fu(府), zhou(州), and xian(縣). But someof zhou and xian were included in ordo(斡魯朶), not in circuits, fu, zhou, which was anunique organization to guard or serve emperor or empress. Names of zhou and xian included in ordo are listed on Gungwiji(宮衛志) of 『the historyof the Liao dynasty 遼史』; explanation on five circuits, and fu, zhou, and xian are shown onJiriji(地理志) of 『the history of the Liao dynasty』. When comparing zhou, and xian includedin ordo shown on Gungwiji and Jiriji, some of zhou and xian included in ordo shown onGungwiji are shown on Jiriji ; but some are not shown. In the 13 zhou and xian included in ordo in the Liao dynasty, drifting people of Balhaewho were forcefully moved to the Khitan after fall of Balhae lived there. Among zhou andxian included in ordo of Shangjing上( 京道), many drifting people of Balhae lived in Jeongpaexian(定霸縣), Jo zhou(祖州), Yo zhou(饒州), Buui xian(富義縣), Gangseong zhou(降聖州),Bohwa xian(保和縣), and Seonhwa xian(宣化縣). In Hoi zhou(懷州), Uigon zhou(儀坤州),Young zhou(永州), and Gyeong zhou(慶州), drifting people of Balhae lived together withChinese people. In Dongjing(東京道), many drifting people of Balhae lived in Hyun zhou(顯州), Bongseonxian(奉先縣), Sandong xian(山東縣), Gwiui xian(歸義縣), Yo zhou(遼州), Eun zhou(銀州), Han zhou(韓州), Dong zhou(同州), Gwideok zhou(貴德州), Gang zhou(康州), Amzhou(巖州), and Gae zhou(開州). In Gi zhou(祺州), Su zhou(遂州), Geon zhou(乾州),Ssang zhou(雙州), Sim zhou(瀋州), and Yoseo zhou(遼西州), drifting people of Balhae livedtogether with Chinese people. In Zhongjing(中京道), many people of Balhae lived in Rae zho來u(州) and Eun zhou(恩州). And people of Balhae lived in Am zhou(嚴州) and Geom zhou(黔州) together with Chinesepeople.
