2012년 12월 디지털전환 완료라는 정책목표를 앞두고 있지만 국내의 추진 현황은 선진국들에 비해 상당히 뒤떨어진 상황이다. 특히 디지털 전환비용에서 큰 비중을 차지하고 있는 공영방송의 디지털 전환에 대해서는 수신료 인상에 대한 논란만 있을 뿐 기본적인 정책목표조차 제시되지 않고 있다. 따라서 이 논문에서는 공영방송의 디지털 전환이 가지는 사회적 의미는 무엇이며, 이를 위해 필요한 재원은 어떻게 조달할 것인지, 쟁점이 되고 있는 다채널방송문제는 어떻게 해야 할 것인지 살펴보았다. 기본적으로 공영방송의 디지털 전환은 수용자복지정책차원에서 접근해야 한다는 입장을 제시하였다.


This study aims at the several policy issues appearing in the procedures of digital switchover, especially focused on public broadcasting, in Korea. For the discussion, three critical issues - the policy implication of public broadcasting conversion to digital, the cost of digital conversion, and multi-channel broadcasting (called MMS-multi mode service in Korea) - were selected. Korea has announced a timetable of analog to digital switchover which is completed in 2012, and a special bill on the DTV transition was introduced to the house as of May 2007. However, the rate of DTV penetration, one of the most important index in the successful conversion to digital, is only 25%, compared with 76% of UK as of July 2007. KBS, Korea's key public broadcaster, submitted the proposal raising the TV licence fee from 2,500 to 4,000 won for the cost compensation of digital conversion, however, civil groups are significantly against it, same as Japan. While the terrestrial broadcasters hope to introduce multi-channel broadcasting anticipating additional advertising revenues, toll broadcasters are strongly opposing to it This paper propose that one desirable method to solve this problem is to establish a concrete policy goal of digital conversion in the side of audience welfare.
