본 연구는 한국 지상파 방송기자가 방송심의를 어떻게 인식하고 있고, 방송심의에 대한 인식이 실제 보도 행위에 어떠한 영향을 미치는가 를 살펴보기 위한 것이다. 이를 위해 지상파 방송기자를 대상으로 서베이를 실시한 결과, 다음과 같은 연구결과가 도출되었다. 첫째, 방송심의에 대한 인식에서는 방송기자들은 국가적 차원의 전문기구를 통한 방송 평가가 다른 차원의 평가보다 상대적으로 중요하지 않다고 보고 있었다. 그리고 방송 프 로그램 내용과 직접적으로 관련이 부분에 대하여 방송 질의 평가 항목으로 중요하며, 공정성과 객관성 기준을 다른 기준보다 더욱 중요한 방송심의 기 준으로 생각하고 있었다. 또한 방송심의가 보도에 미치는 영향에서는 대다수 의 방송기자들이 방송위원회 심의위원회의 제재 조치가 부적절하다고 판단 하고 있었다. 둘째, 취재보다는 편집에서 방송심의를 더욱 고려하고 있는 것 으로 나타났다. 셋째, 방송심의의 문제점 및 개선방향에서는 방송기자들은 현재 방송심의제도의 문제점에 대하여 깊이 인식을 하고 있었다. 특히, 방송 기자들의 이러한 문제 인식은 자율심의에 대한 중요성을 부각시키고 있는 것으로 판단된다.

This study focuses on the terrestrial broadcasting journalists’ cognition toward the broadcasting deliberation and the influence of their cognition on reporting and editing. For the purpose, this study made the survey. There are results of analysing data of the survey: First, broadcasting journalists are conscious of little national organization’s broadcasting evaluation than other organization’s. They are conscious of more fairness and objectivity than other criterion in the broadcasting deliberation. The majority of them think the deliberation committee of Korean Broadcasting Commission takes infelicitous sanctions. Second, broadcasting journalists are conscious of more deliberation in editing than reporting. Last, broadcasting journalists are conscious of many problems in the broadcasting deliberation. Broadcasting journalists’s understanding of the problems gives salience to self-regulation in broadcasting.
