이 연구는 인터넷 이용자의 시민적 자질과 가상공간의 공적 숙의 경험과의 관계를 이론적 차원에서 탐색하고 경험적으로 입증하는 것을 목적으로 했다. 이론적 논의를 통해 이 연구에서는 자율성 ,공동체의식, 관용, 신뢰 등 네 가지 시민적 자질들을 현대 다원적 민주사회의 핵심적인 시민적 자질이면서 동시에 공적 숙의와 밀접한 관련을 가지는 자질들로 설정했다.또한 공적 숙의 경험을 숙의참여,숙의양식, 숙의효과를 모두 포함하는 일련의 과정으로 정의했다. 분석결과 네 가지 시민적 자질들은 대부분 가상공간의 공적 숙의 경험과 밀접한 관련을 지닌 것으로 나타났다. 첫째, 가상공간의 숙의에 참여한 경험이 있는 시민들은 경험이 없는 시민들보다 자율성,공동체의식,관용의 수준이 높았다.이들은 숙의에 참여해서 다른 사람들의 글들을 많이 읽지만, 그 중에서 자율성과 관용수준이 높은 사람들은 자신의 글을 상대적으로 적게 썼다. 둘째, 이 세 가지 자질의 수준이 높은 사람들일수록 합리적이고 개방적으로 의견을 교환했다. 셋째, 자율성, 공동체의식, 관용 수준이 높은 사람일수록 가상공간에서 숙의를 통해 의견강화를 더 자주 경험한 반면 의견생성과 의견경화는 이 세 가지 자질수준이 , 낮을 사람들일수록 더 자주 경험했다. 의견생성과 의견강화는 신뢰수준과 긍정적인 관계를 형성했다. 결론적으로 시민적 자질들은 가상공간의 공적 숙의 경험을 이해하는데 있어 유용한 요인이다.
The purpose of this study explores the relation between internet users' civic virtues and experiences of public deliberation in cyberspace. This study assumes those qualities of pluralistic democratic citizenship that are also related to public deliberation are autonomy, community consciousness, tolerance, and trust. And public deliberation is defined as multi-dimensional concept including participation, form of opinion exchange, and effect. According to research results, those qualities are almost significantly related to experiences of public deliberation. First, deliberation participants have higher levels of autonomy, community consciousness, tolerance than non-participants. Among the participants, the more they have high levels of those qualities, the more they read the others' opinions. And the more they have high levels of autonomy and tolerance, the less they write their opinions. Second, the more they have high levels of those qualities, the more they reasonably and openly exchange their opinions. Third, the results of deliberation effect are complicated. Autonomy, community consciousness, and tolerance are positively related to experiences of opinion reinforcement. But those qualities are negatively related to experiences of opinion formation and opinion change. Only trust is positively related to experiences of opinion formation and opinion change. In conclusion, civic virtues are an important factor for expanding our understanding how citizens deliberate in cyberspace.
