이 연구는 디지털 전환(switchover)과 방송통신의 융합 환경에서 등장한 영국의 새로운 공공서비스방송사 PSP(Public Service Publisher)모델에 관한 사례 연구이다. PSP를 연구하기 위해 현재 영국 공공서비스방송사들이 당면한 현실과 새로운 공공서비스방송이 필요한 배경을 고찰했다. 영국은 다른 나라와 달리 모든 공, 민영방송사에 대해 공공서비스방송을 의무적으로 실시하도록 법으로 규정해 놓고 있다. 이에 따라 공공서비스방송사인 BBC와 채널 3, 채널 4, Five 등 지상파 방송사에 대한 방송 환경과 당면한 문제점을 파악하고자 했다.또 공익 개념을 분석한 틀에PSP에 부여된 과제(remit)들을 적용해 PSP가 공공서비스방송의 목적을 구현할 수 있을지를 분석했다. 연구 방법은Ofcom의 자료를 활용한 문헌 연구이다.연구 결과 영국 공공서비스방송은 디지털 전환과 방송통신의 융합으로 나타난 다채널과 플랫폼 다양화로 존립의 근거가 위협받고 있는 것으로 나타났다. BBC의 경우는 시청자들이 수신료에 갖고 있는 의구심으로 인한 재원 불안의 가능성이 불거졌으며, 민영방송은 시청자들이 파편화됨으로써 수입 감소가 예상되어 향후 큰 위기를 맞게 될 것으로 나타났다. 이에 대한 대책으로 영국 Ofcom은 BBC의 개혁과 기존 방송사에 대한 지원, 새로운 공공서비스방송사의 설립을 제안한다.가장 효율적인 방법으로 나타난 것이PSP 모델이다. PSP 모델은 공공서비스방송을 위해 공공재원을 가장 효율적으로 실현하는 방안으로 채택됐다. 그러나 무엇보다도 모바일 네트워크와 브로드밴드시대를 맞이하여 새fh운 공공서비스방송사를 설립하는 것이 Ofcom의의도이다. PSP 모델은 공동체의 정체성과 다양성, 공공의 효용가치 극대화라는 공익의 분석틀에 잘 적용된다.


This research is a case study about a new PSB(Public service broadcasting), the 'PSP'(Public service publisher) under the digital switchover and circumstances of the convergence between broadcasting and telecommunications in the U.K. In the U.K. Public service broadcasting is enforced to all of the terrestrial broadcasters by the law. Therefore, the BBC, Channel3, Channel4, Five as Public service broadcasters, are researched in their actual situation and the problems. And the task which is put the PSP in the framework of 'public interest’ definition analyzed to see whether it could realize the goal of Public service broadcasting. The research reveals that the status of the UK Public service broadcasting is being threatened by the digital swichover and the convergence. Some audiences argued that the license fee for the BBC has to be changed to subscription fee. broadcasters such as channel 4, also face greater competition as digital penetration arises, Therefore they are likely to suffer a decline in audiences and advertising revenue. these pressures may affect their ability to fund PSB and so cause it to place less emphasis an providing public service broadcasting. the BBC could become a near-monopoly supplier of PSB if no action is taken. A new system PSP which would deliver high quality PSB content for the future s has been devised, using a range funding sources, institutions and approaches. The overall objective of the new system is to deliver quality through effective competition between both commercial and publicly funded providers. A premier content service designed for the digital and broadband world and local communities services could be designed to minimize any distortion of the commercial market. Analyzing the PSP in the framework of 'public interest’ shows that it could realize the goals of PSB.
