우리나라 민간경비원의 특징은 시설경비업이 다수를 차지하고 있고, 민간경비원의 수 또한 다른 경비업종의 민간경비원에 비하여 상당수를 차지하고 있는 특징을 나타내고 있다. 시설경비업에 종사하는 민간경비원들은 상당수가 표준직업 분류상 단순노무직에 포함되어 있고, 기계경비, 호송경비 등의 타 경비업종은 서비스업종으로 분류되어 상대적으로 낮은 임금수준을 나타내고 있다. 민간경비원의 임금저하의 주요 원인으로는 경비업체의 공급과잉, 최자가격 낙찰제도, 감시·단속적 근로자의 상당수가 시설경비업 종사경비원, 사용자인 경비업자의 불법적인 근로기준법 위반, 노동조합설립 및 단체협약 등의 어려움을 들 수 있다. 이러한 민간경비원의 임금저하의 문제점을 개선하기 위하여 경비업 허가요건 강화를 통한 무분별한 경비업체의 난립을 막고, 경비업체의 기업정보 공개와 열람제도를 신설하여 신뢰성을 높이는 제도의 도입이 필요하다. 최저가격 낙찰제도의 문제점을 개선하기 위해서 적격심사 기준을 확대적용하고 경비업종별 적합한 기준을 마련해야 한다. 감시·단속적 근로자의 형식적 승인을 실질적 심사 확대로 최소화 할 수 있도록 하는 것도 중요하다. 사용자인 경비업자의 근로기준법 위반행위에 대하여 경비원 스스로도 근로계약서를 철저히 확인하는 자구노력이 1차적인 부당임금지급의 예방차원에서 선행되어야하고, 경비협회 등에 내부 신고센터를 설립하여 근로복지공단 등에서 임금과 관련된 문제가 접수되기 전 자체적으로 중재 및 조정처리를 가능하게 해야 한다. 그 외 우리나라 경비원의 저임금과 관련된 정책적 제안 사항으로 경비원 복지활성화를 위한 상호부조형 공제사업 실시, 공동주택의 영구 부가세 면제, 우수경비원의 고용승계 보장의 확대를 통한 고용안정 등을 정책적으로 제안하였다.

The wage of facilities security guards is relatively much lower than other security industry's guards in Korea. The factors of the security guard's low wage is oversupply of security companies, the lowest bidding system, a special regulation of the Minimum Wages Legislation, security industry employer's violation of the Labor Standards Act, and difficulties of labor unions and collective agreements. In order to overcome the security company's oversupply, it is necessary for reinforcement of private security's administration, introduction of private security companies information offering systems, substitution Lowest price bid system with criteria and qualification standards. The approval of Surveillance·intermittent employees's perfunctory approval alter to substantially expand of screening system. Private security guards must confirm the labor contract to prevent privates security employer's violations of Labor Standards Act. And an installation of Whistle-blowing in Security Association can carry out mediation and arbitration treatment between guards with employers. For the rest, I propose a permission of mutual-aid project in Security Association and permanent VAT exemption of the Apartment houses are necessary in korea.
