우리나라 경찰은 이제까지 그 지역의 치안유지를 위한 단순 집행과 지도기능을 하며, 질서유지와 범죄예방자로서 그 업무가 한정되었지만, 일련의 국가 재난사태인 감염병 확산시 경찰은 기존의 업무에서 더 나아가 좀 더 적극적으로 비상대비 상항에 대하여 대응할 필요가 있다. 따라서, 본 연구에서는 경찰재난관리규칙을 보다 면밀히 분석하여, 재난발생시 야기되는 재난지원업무를 담당하는 긴급한 재난구조지원기관으로서의 기능과 역할에 최선의 노력을 다 하면서 재난예방에 있어서 경찰이 적극적이고 능동적으로 역할을 다 할 수 있는 보다 효율적인 정책적인 제언을 하는 것을 그 목적으로 한다 .국가위기상황인 감염병 확산시 경찰의 비상대비업무와 역할설정을 위한 경찰관련 활동 사항을 정리하면 다음과 같다. 첫째, 감염병 위험확산에 대한 비상대비체제의 우선순위 선정, 둘째, 감염병 발생 초기 및 확산 시 대응능력의 전문성 강화, 셋째, 평상시 민방위비상대비 업무와 경찰조직 간 협력적 운영이 강화되어야 한다는 것이다. 결국, 감염병 확산과 같은 재난 대응활동에 있어서 경찰의 역할에서 가장 중요한 것은 재난 관련기관과의 유기적인 협력관계가 정립을 통한 실질적인 대응이 될 수 있도록 변화되어야 할 것이다.
