혜강 최한기는 공 또는 공공성을 ‘운화기에 승순함,’ 즉 인인이 天의 운화하는 기의 리(＝도)를 받들어 따름으로써 개개인(私)의 기를 서로 살려 나가면서 함께 협동하여 산출하는 것으로 표현한다. 본고의 목적은 혜강의 기학 특히 정치론에 나타난 공공성을 검토하고 또 그것이 어떤 함의를 지니는가를 밝히는 데 있다. 우선 머리말에서는 혜강의 ‘공, 사’ 관념에 대한 박희병의 비평이 지닌 문제점을 지적한다. 제2절에서는 기학의 논리와 구성요소를 간결히 살펴 본다. 제3절에서는 혜강의 ‘기의 운화’를 검토하고, 그 속에서 표현된 공공성의 개념적 특색과 그 함의을 밝힌다. 제4절에서는 혜강의 정치론에 등장하는 ‘공치’ 구상과 ‘대동’ 등의 이념을 검토하고 이를 통하여 그의 공공성이 지닌 특색과 그 함의를 자세히 분석한다. 맺음말에서는 혜강이 내세운 ‘운화기의 공도’가 지닌 의의를 생각해 본다.
Hyegang Choi Han-ki represents publicness as receiving and complying with the operation and transformation of ki. In other words, it is the publicness that people, who try to keep every individual’s ki alive, collaborate and produce together by receiving and complying with the activity of Heaven’s ki in operation and transformation. This paper aims at examining the publicness represented in Hyegang’s political theory of Kihak, and revealing its connotation. At first, in the introduction of this paper, I will point out some questions in Pak Hee-byong’s criticism against the ‘public/private’ conception of Hyegang. In the section 2, I will concisely investigate the logic of Kihak and its consisting components. In the section 3, examining the ‘operation and transformation of ki’ of Hyegang, I will reveal the conceptual characteristic and connotation of publicness represented in his Kihak. In section 4, I will analyze the characteristicand connotation of publicness of Hyegang in detail, through investigating his ideas of ‘joint government’ and ‘Great Harmony’ etc. In conclusion, I will think some significances of the ‘public Way of operating and transforming ki’ of Hyegang.
