공화주의는 지난 30여 년간 정치학계에서 가장 활발하게 연구가 이루어진 분야 중 하나다. 특히 캠브리지 학파가 주도한 신로마 공화주의는 자유주의와 공동체주의 사이의 오래된 논쟁의 해결을 목표로 ‘비지배 자유’라는 자유에 대한 새로운 개념을 제시했다. 그러나 신로마 공화주의자들의 활발한 노력에도 불구하고, 그들이 목표로 삼은 자유주의와 공동체주의 사이의 화해를 위한 적절한 대안, 특히 개인과 공동체의 공존과 상생을 위한 방안을 제시했는지는 의문이다. 그동안 공화주의의 전략은 자유주의와의 화해를 지나치게 의식한 나머지 자유주의자들이 비판하는 ‘적극적 자유’를 멀리하고, 자유주의의 소극적 성격을 공유하는 것이었다. 그래서 간섭의 ‘부재’를 추구하는 자유주의와 마찬가지로 공화주의의 ‘비지배 자유’도 지배의 ‘부재’를 추구한다는 점에서 ‘~으로부터의 자유’라는 소극적인 태도를 가지고 있다. 그러나 필자는 공화주의가 설득력을 갖기 위해서는 오히려 ‘적극적 자유’를 보다 적극적으로 수용해야 하며, 이러한 측면에서 스피노자의 자유에 대한 시각과 그것에 기초한 그의 공화주의 사상이 유력한 대안이 될 수 있다고 생각한다. 스피노자의 자유 개념은 개인의 자아실현과 민주주의 증진이라는 매우 적극적인 요소를 가지고 있으면서도, 그것이 ‘코나투스’라는 개인의 내재된 생존 욕구에 기반하고 있기 때문에, 자유주의자들이 우려하는 것처럼 전체주의나 독재에 빠질 염려가 없다는 장점이 있다.
Republicanism is one of the fields in political science which has been studied most actively for the last thirty years. Specially, Neo-Roman republicanism that has been spearheaded by the Cambridge School suggested a new idea of freedom, ‘freedom as non-domination’, trying to solve the life-long debate between liberalism and communitarianism. However, despite the endeavors of scholars of Neo-Roman republicanism, it is not clear whether they have provided an appropriate alternative for the harmony between individuals and community. Since the start, the strategy of republicanism has been to share the feature of negative freedom with liberals, avoiding positive freedom which liberals criticize. In other words, republicans who seek absence of domination have remained negative in that they seek ‘freedom from something(someone)’ like liberals who seek absence of interference. However, I think republicans should accept ‘positive freedom’ more positively to be persuasive and in this respect Spinoza’s republicanism based on his view of freedom can be an strong alternative. Spinoza’s idea of freedom is very positive toward the self-realization of individuals and the improvement of democracy. Besides, it is unlikely that his thoughts on liberty is utilized for totalitarianism or despotism, because it depends on ‘conatus’, individuals’ striving for survival.
